Hi Christina,
Hopefully, you received the email I sent September 7, 2023. In addition to the questions in that email, I have the
following:
1. JCC 18.25.350(3)(b) says the boat launch shall be: Designed and constructed using methods/technology that
have been recognized and approved by state and federal resource agencies as the best currently
available. Please clarify if this boat launch is typical of how WDFW improves boat launches and if it is expected
to be approved by the Corps.
2. This is the description of the proposal I am putting in the staff report for the hearing examiner and is what would
be listed as the approved redevelopment in the permit (please let me know if the following is still
correct): Shoreline conditional use, shoreline substantial development, and flood development applications to
improve an existing public boat launch at Point Whitney. Washington Department of Fish and Wildlife (WDFW)
is proposing to retain an existing concrete ramp, with the new boat launch built over the currently existing
one. Steel rails would be installed over the existing ramp to level and raise the new ramp. Precast concrete
planks would be placed on the rails and the voids filled with clean gravel. The new planks would be two feet
wider than what currently exists and the proposed boat launch would be approximately six- to 10 inches above the
existing ramp grade. In addition, articulated concrete mats would be added along each side of the ramp, which
adds approximately four feet to each side for a total new ramp width of about 20 feet. Anchor cables would be
driven into the substrate to support the mats. The length of the ramp would not increase. Mitigation proposed by
WDFW includes previously completed grading at the west end of the point and use of the Hood Canal
Coordinating Council In -lieu Fee program. The proposal is intended to improve the ability of the public to use
the ramp. The applicant submitted an Eelgrass Delineation report, a Coastal Processes Assessment and Design
Considerations report, and a Habitat Management Plan. The applicant also submitted a WDFW government -to -
government consultation letters with Washington Department of Archaeology and Historic preservation and with
Tribes. The proposal is subject to review under the State Environmental Policy Act (SEPA) and WDFW acted as
the lead agency for SEPA.
3. The Habitat Management Plan states that a Spill Prevention Control and Countermeasures Plan has been
prepared by the contractor. Please forward that report on to me.
4. Provide information about the grading that took place in the on -site mitigation area. For example, was the
existing area recontoured or was dredged materials used to create the existing slope? Was fill placed on the
shoreline to create the mitigation area? If heavy equipment was used to remove materials from the mitigation
area, indicate how much and where it was deposited. If materials were added to the shoreline, how much and
where?

Hi Chris,
First off, it has been awhile and I hope all is going well for you. Your application is now one of my priorities and I
appreciate all your patience.
I have been working on the staff report and, as I draft it, I will check in with you if I have any questions. Below are three
items for which I would like your input.
Since most of the mitigation for this proposal will be conducted through the Hood Canal Coordinating Council In -lieu Fee
program, the shoreline permit would be conditioned so that no work begins until WDFW provides the county with a
proof of purchase of mitigation agreement from HCCC. Have you had any recent communications with HCCC about
getting this proposal accepted into the program? I would like to add the status of this in the staff report so let me know
if you have an update or if I should contact HCCC.
A final draft Biological Assessment (dated June 30, 2019, prepared by kpff) has been submitted. If an updated or revised
BA has since been prepared, please forward it on to me.
A flood development permit is being incorporated into the shoreline permit. The county would require a Habitat
Assessment (to show compliance with the FEMA Biological Opinion) unless a federal permit is being issued. The county
assumes that WDFW has obtained a Corps permit or is in the process of applying for a federal permit. Please confirm as
the shoreline permit will be conditioned to comply with a federal permit.
I will be out of the office for the next two weeks, but plan to continue drafting the staff report when I return.
