As you know, we are on a bit of a time crunch due to having to work around funding deadlines, in water work windows, and low tides. This time crunch has been further exacerbated by delays with the ILF programs. Is there any way to start 1 finalizing the review and start scheduling a hearing, knowing that we will have an agreement to you before the end of the month? Either the HCCC or the PSP In -lieu fee program could be used in Jefferson County. I'm wondering if you had a chance to review the Puget Sound Partnership ILF program to determine whether the County would accept this option if we decided to go that route. We are still working out whether HCCC or PSP is the better option but both the Corps and NMFS will accept PSP as an option for ILF mitigation so I wanted to make sure that the County would as well in case we needed to go that route. If we go with PSP, mitigation implemented with credits sold through the Partnership will occur in the Hood Canal marine service area shown in the map here: https://www.psp.wa.gov/pspnc.php Please let me know if you have any questions or concerns. I tried calling PSP but haven't spoken to them yet. In the meantime, I wanted to provide you some information on their ILF program (see link below). This may help answer some of the questions you had about their program. Please let me know if you have any concerns and think that the County will not accept ILF mitigation through PSP. As soon as we figure out who we will be purchasing credits from, I'll update you and send over the signed statement of sale so we can coordinate a hearing date. I am also checking in with HCCC and it is my understanding that WDFW has the preliminary statement of sale for signature. Based on this, I will be getting your application ready for the public hearing before a Jefferson County hearing examiner. Once I receive word that the document has been signed, I will coordinate a hearing date with you. NOAA, Hood Canal Coordinating Council, and the Puget Sound Partnership are working out how they want to move forward with the mitigation credit sale to WDFW. There seems to be some'%sortement fusion regarding the current process. They have a meeting set up to discuss on Tuesday, 5/6, so I hope to have a of sale soon after. Besides the preliminary statement of sail for mitigation credits, is there anything else the County will require from WDFW to issue permits for this project?
