POSTING INSTRUCTIONS
Please post the attached notice on a 2-foot by 3-foot board provided by this department in a
conspicuous location visible to vehicle traffic and pedestrians on or reasonably near the proposed
development by August 27, 2025.
The clear adhesive paper can be put over the notice after you mount it to protect it from the
elements.
Additional notice boards may be required where the site does not abut a public road, for a large
site
that abuts more than one (1) public road, or the Administrator determines that additional notice
boards are necessary to provide adequate public notice.
Notice boards shall be maintained in good and legible condition by the applicant during the notice
period, be in place at least fifteen (15) calendar days prior to the date of the hearing, and be
removed within fifteen (15) calendar days after the end of the notice period.
Complete the affidavit, have it notarized, and return it to this office within three (3) days of
posting. If the affidavit is not filed as required, any scheduled hearing or date by which the
public
may comment on the application will be postponed in order to allow compliance with this notice
requirement.

PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES:
Shoreline conditional use, shoreline substantial development, and flood
development application to improve an existing public boat launch at Point Whitney.
Washington Department of Fish and Wildlife (WDFW) is proposing to leave the
existing launch in place and to install new planks with steel bars/rails. This will
raise the elevation of the ramp while keeping it in the same footprint. The
improved ramp would not be above the average existing beach grade. The
proposed ramp will be raised to improve safety and reduce impacts on beach
substrates in the area. Mitigation proposed by WDFW includes
previously -completed grading at the west end of the point to match the beach grade
and use of the Hood Canal Coordinating Council In -lieu Fee program. The
applicant submitted an Eelgrass Delineation report, a Coastal Processes
Assessment and Design Considerations report, and a Habitat Management Plan.
The applicant also submitted WDFW government -government consultation letters
with Washington Department of Archaeology and Historic preservation and with
Tribes. The proposal is subject to review under the State Environmental Policy Act
(SEPA) and WDFW acted as the lead agency for SEPA.

WDFW, acting as SEPA lead agency, issued a Determination of Non -significance
on December 13, 2019 for improvements at Point Whitney that included work on
the boat launch.
APPEALS:
The decision by the Hearing Examiner is final on the date issued. Pursuant to
chapter 18.25.750(5) JCC, appeals to the Shoreline Hearings Board of a decision
on a shoreline variance or shoreline conditional use permit may be filed by any
aggrieved party in accordance with RCW 90.58.180 within twenty-one (21) days of
filing the final decision by Jefferson County with the Washington State Department
of Ecology. Information on appeal process and rules of procedure is available on the

Department of Community Development (DCD) issued a permit on April 10, 2025 that was appealed on April 24, 2025
Shoreline conditional use (administrative) and stormwater applications to construct a new house in the Natural shoreline environment designation along
Dabob Bay. Residential development is proposed outside of the 150-foot shoreline buffer and 10-foot building setback Construction of the house and
installation of the septic system would be located within 200 feet of ordinary high water mark, but most of the concrete parking area is proposed outside
of shoreline jurisdiction. The applicants have submitted a geotechnical report, a stream report, and a cumulative impacts report, and all development
would be located outside of the stream buffer. The proposal is not subject to review under the State Environmental Policy Act (SEPA). The findings are
outlined in a staff report prepared for this proposal, dated April 10, 2025.
After DCD finishes the review, the decision will be forwarded on to Ecology for final action. Appeals of Ecology's decision would be appealed to the
Shoreline Hearings Board.
