Statement of Issue: Change Order No. 1 with Earthwork Solutions LLC of Arlington,
Washington.
Analysis/Strategic Goals/Pro's 8t Con's: This change order is for change in Contract
Time. This change order will extend Substantial Completion from November 18, 2025
to January 30, 2026.
Fiscal Impact/Cost Benefit Analysis: The amount for Change Order No. 1 is a no cost
change order.
Recommendation: Public Works recommends that the Board authorize Change Order
No. 1 with Earthwork Solutions LLC, and return one original to Public Works for
further processing.

You are ordered to perform the following described work upon receipt of an approved copy of this change order:
The change associated with this change order is for adding working days to the project schedule. This is a no cost change
order for the additional working days granted.
Currently,Substantial Completion is reached after 104 working days. Substantial Completion is defined in Section 1-01.3 and
does not include a plant establishment period.
This change order will grant 48 working days,moving the substantial completion date from November 18,2025 to January
30,2026.
This time only change order is grant due to long lead delivery times,contractors schedule and start-up of the PHUGA Water
Reclamation Facility not occurring until September 2025.
All work materials and measurement to be in accordance with the provisions of the standard specifications and
special provisions for the type of construction involved.
