Regular Meeting Minutes
Tuesday September 10, 2025, at 10:00 a.m.
Jefferson County Courthouse—Commissioners
Chambers, 1820 Jefferson Street, Port
Townsend, WA(HYBRID)
Members: Chair Tom Thiersch,Adam Levin,Nicole Gauthier, Steve King,and Diana Grunow
CALL TO ORDER: Chair Thiersch called the meeting to order at the appointed time. In
attendance were Members: Gauthier and Grunow. Also in attendance was WSF
Community and Legislative Liaison Tally Teal. Jefferson County Commissioner Heather
Dudley-Nollette joined the meeting shortly after it began.
PUBLIC COMMENT: Chair Thiersch opened the floor for public comments, and no comments
were received.
APPROVAL OF MINUTES: Member Gauthier moved to approve the Regular Meeting Minutes
of July 9, 2025, as presented. Member Grunow seconded the motion. The motion carried.
UPDATE FROM WASHINGTON STATE FERRIES (WSF) STAFF: WSF Community and
Legislative Liaison Tally Teal provided the committee with WSF updated the Committee on lost
funding,Ticket R Modernization(TRM)and Vehicle Transfer Span (VTS) upgrades on five
terminals. She noted that each terminal will be shut down for two days during the upgrade.
Member Grunow provided an update on the tour WSF Community and Legislative Liaison Tally
Teal provided her and enjoyed for the experience.
o Status update on partial restoration of two-boat service for Port Townsend-
Coupeville route: WSF Community and Legislative Liaison Tally Teal tabled this for
a future meeting.
o Discussion of WSF's updated pet policy/process: WSF Community and Legislative
Liaison Tally Teal advised the WSF pet policy was on trial status. The committee
expressed the importance of the FAC's being included in policy process's and decision
making.
WSF Community and Legislative Liaison Tally Teal left the meeting at 10:58 a.m.
GENERAL DISCUSSION
o Transit connections (Nicole): Member Gauthier updated the committee on route
changes for downtown and ferry connections. She noted that over the Wooden Boat
Festival weekend of September 5-7, 2025, transit had its second electric bus running
and there were over 6000 passengers transported.
o Road work affecting terminal traffic (Steve): Not discussed
o Tourism (Adam): Not discussed
Commissioner Dudley-Nollette left the meeting at 11:00 a.m.
o FAC Executive Committee and FAC-T meetings (Tom): No update to provide
PUBLIC COMMENT: No comments were received.
CLOSING REMARKS: None discussed.
NOTICE OF ADJOURNMENT: Chair Thiersch adjourned the meeting at 11:03 a.m. until the next
regular or special meeting as properly noticed.
