He said about 80% of people who receive their resources are working families, and another large percentage are seniors. “Thursday we were hit pretty hard. We had probably 25 to 30% more people come through on Thursday than we typically see,” said Walker. ‘We see lots of widows who are 70 to 85 years old, and they’re scared. Nonprofits in Kittitas County said earlier they were teaming up to make sure no one goes hungry. Bob Ferguson announced the Social Health Services department will shift nearly $2.2 million per week to the Washington State Department of Agriculture, which provides grants directly to food banks. “Rural Washington will be hit particularly hard when federal SNAP benefits stop,” a release from the government’s office said. According to a state report in March, an estimated 9.5% of Kittitas County residents use SNAP — 4,593 out of a population just shy of 50,000. But also saying, " the future of these benefits remains uncertain." “In a statement to NonStop Local, Governor Ferguson said, "In Washington state, people receive their benefits on the same date each month, which can fall between the 1st and the 20th. Due to the federal government shutdown, some Washingtonians were waiting for days to receive their benefits. Thanks to the quick work and dedication of our team, we are caught up on the delayed benefits and back on schedule, delivering full benefits. So far, we have delivered nearly $115 million in SNAP benefits, which is where we should be for this point in the month. We have approximately $48.5 million to send out between tomorrow and November 20. The situation remains fluid, but our plan is to stay on schedule from here on out. People who receive SNAP benefits should check their cards. If there are funds available, they should use their cards as they normally would. It is breathtaking that the Trump Administration has fought so hard to keep food from hungry families.”” Several community organizations have added additional measures to address food insecurity in Spokane County. Jill said she appreciates the wall-mounted unit which heats and cools her living space and allows her to stop using her gas appliance. The heat pumps were funded by the Washington state Climate Commitment Act through the State Home Electrification and Appliance Rebate program, with partnerships from Puget Sound Energy and the City of Ellensburg. The units, installed by area contractors, put an estimated $3 million into the local economy. Heat pumps move heat from one place to another, which uses less electricity than systems that generate heat. A heat pump can save up to 30% on energy costs, and in some cases up to 60% compared to conventional electric resistance heating. The units installed in Kittitas County will keep producing heat even when the thermometer dips below 0 degrees, plus provide air conditioning in the summer. The program helps pay about 6 million low-income families’ heating bills and energy expenses, including preventing utility shutoffs, making homes more energy efficient, and replacing heating equipment. “This winter could be less harsh for many families in Washington state, and not just because of the Northwest’s temperate climate. Washington state has $36 million in federal funding left over from last year to keep providing heating assistance this winter. Washington Department of Commerce officials say it's enough to help low-income families keep the heat on through late January or early February. “Our team really did plan ahead for a worst-case scenario,” Commerce spokesperson Amelia Lamb said. The Ballmer Group has committed to funding up to 10,000 additional seats for the next 10 years. Currently, ECEAP serves more than 14,000 children. It will take time to add capacity to the system to fully utilize the grant, but the state’s goal is to enroll an additional 2,000 ECEAP students next school year. Over the next decade, the Ballmer Group’s grant will likely provide more than $1 billion in support for early learning. The next step will be to create an account to accept the grant funds. Governor Ferguson is proposing governor request legislation to establish the account, sponsored by Sen. Claire Wilson, D-Auburn, and Rep. Steve Bergquist, D-Renton. Additionally, in order to utilize the funding, the state cannot reduce the number of state-funded ECEAP seats.
