This program provides funding to identify and remove impediments to salmon and steelhead migration and is jointly administered by RCO and the Washington Department of Fish and Wildlife. The program typically funds projects that either remove a culvert or bridge, or plan for removal of a fish barrier. A good example of this is the fish barrier removal completed on Ostrander Creek <https://rco.us4.list-manage.com/track/click?u=f12461e10aed86ddd51107b5e&id=76b258ad08&e=186c5ff3d1> , in Cowlitz County. The Cowlitz Indian Tribe completed final design, permits, and managed construction to remove a barrier that completely blocked fish passage to 9.8 miles of productive spawning and rearing habitat for winter steelhead and coho, Chinook, and chum salmon. Construction involved removing a decommissioned rail line and its fill and culvert, allowing full river channel restoration at the site. Culverts are pipes or other structures that carry streams under roads and can block fish passage when they are too small or too high. This project was completed in coordination with another board-funded one downstream, where Cowlitz County Department of Public Works replaced a culvert <https://rco.us4.list-manage.com/track/click?u= f12461e10aed86ddd51107b5e&id=216fd6d13a&e=186c5ff3d1> with a bridge over Ostrander Creek. <https://mcusercontent.com/f12461e10aed86ddd51107b5e/images/d3575dda-cf6c-05c1-d850-de07673ac1bb.png> Updated Report Details Economic Benefits of Outdoor Recreation in Washington From snow-capped mountains to forested trails and whitewater rivers, Washington’s outdoors are an economic driver in the state’s economy, according to RCO’s newly updated Economic Benefits of Outdoor Recreation in Washington report <https://rco.us4.list-manage.com/track/click?u=f12461e10aed86ddd51107b5e&id=50fe70d4e2&e=186c5ff3d1> . The report estimates that more than $25.2 billion is spent in Washington on recreation trips and equipment annually. Spending on lodging, equipment, and permits drives more spending because local businesses also buy supplies and services and their employees spend their wages locally. Combined, this spending adds 2.4 percent to the state’s economic production (gross domestic product). In addition, outdoor recreation supports 237,000 jobs annually, or 5.4 percent of the state’s employment. The report also notes that of all the places to visit, state and federal public lands are the most visited, hosting 36 percent of all recreation days, while local parks host 30 percent and private lands host 34 percent. In total, Washingtonians and visitors participated in outdoor recreation about 437 million days in 2024. <https://mcusercontent.com/f12461e10aed86ddd51107b5e/images/d6e54e43-5c11-aeb9-0b45-0fa8c6b25131.png> Salmon Section Heeds the Call to Help Process Returning Chinook and Pink Salmon Alissa Ferrell, Josh Lambert, Kat Moore, and Kendall Kohler of RCO’s Salmon Section had the honor of helping the Puyallup Tribe of Indians process returning Chinook and pink salmon as they returned to Clark’s Creek and into the Puyallup Tribe Hatchery. Salmon hatcheries gather adult male and female salmon and breed them in controlled conditions. The fertilized eggs are incubated, hatched, and then the young salmon are released when they are ready to migrate to the ocean. Hatcheries are an important tool to supplement wild populations where they are struggling and to produce salmon to reintroduce in areas where they have gone extinct. Additionally, they provide salmon for commercial and recreational fishing, orcas, and other wildlife. The incubation building at the hatchery can hold about 2.5 million Chinook salmon eggs. The Tribe raises, acclimates, and releases fall Chinook to help get Chinook salmon to healthy levels and eventually have the fish removed from the Endangered Species Act list. <https://mcusercontent.com/f12461e10aed86ddd51107b5e/images/89099a10-8049-08d2-2f63-a72c51824ff2.png> Breakthrough Provides Hope for Ailing Bat Populations White-nose syndrome <https://rco.us4.list-manage.com/track/click?u=f12461e10aed86ddd51107b5e&id=f2ca90cc30&e=186c5ff3d1> is an aggressive fungus that affects bats when they hibernate in colonies and is a priority for the Washington Invasive Species Council. Since its first detection in the United States in 2006, the disease has killed millions of bats across the country and was recently detected in Oregon for the first time. But a solution may be on the way! Bats are vital to the health of wild and urban ecological systems, especially here in Washington. They eat insects, pollinate plants, and help the agricultural economy which is estimated at billions of dollars a year. However, white-nose syndrome has decimated bat populations, with some species’ loss at more than 90 percent. In Washington alone, it has been confirmed in twenty-two of thirty-nine counties and there are ten counties with active cases. In September, the U.S. Geological Service’s National Wildlife Health Center <https://rco.us4.list-manage.com/track/click?u=f12461e10aed86ddd51107b5e&id=6c659ec185&e=186c5ff3d1> provided hope for ailing bat populations when it announced that a vaccine has been developed that can both prevent infection and cure bats already infected. The vaccine is believed to be more effective in populations that either haven’t been exposed to the disease or have had recent exposure. Since bats in eastern and midwestern states have been exposed to the disease for fifteen years or more, the vaccine rollout is targeting myotis bats in western states and endangered species, such as the northern long-eared bat. The council is asking people to follow these three steps to help protect bats and limit the spread of the disease: 1. Avoid areas where bats roost. 2. Decontaminate gear and clothing after leaving an area where bats may have been, as contaminated gear is known to spread the disease. 3. Report suspected cases of white-nose syndrome to the council via the Washington Invasives app. 📷 Ann Froschauer/USFWS <https://mcusercontent.com/f12461e10aed86ddd51107b5e/images/ca5d05bd-22c1-068c-6359-6ad3a891e404.png> Improving Fish Passage on the East Fork Wishkah River The Chehalis Basin Fisheries Task Force used a $328,547 Family Forest Fish Passage Program <https://rco.us4.list-manage.com/track/click?u=f12461e10aed86ddd51107b5e&id=c230d1e5de&e=186c5ff3d1> grant to restore three miles of habitat for Chinook, chum, and coho salmon and steelhead, sea-run cutthroat, and bull trout on a tributary to the East Fork Wishkah River in Chehalis County. This program focuses on supporting small forest landowners by providing funds for them to fix artificial, in-stream fish barriers that may prevent fish from reaching upstream spawning and rearing habitat. Fallen logs crushed an undersized culvert, completely blocking fish passage. The task force replaced the culvert with a fifty-foot bridge to allow fish and other wildlife to reach upstream habitat. This replacement removed the last barrier on this tributary. This project caps off a busy summer for Family Forest and Fish Passage Program projects across the state, opening twenty-eight miles of habitat.
