Subject: Change Order No. 13, Phase 2 - Water Reclamation Plant for the
Port Hadlock UGA, Project No. 405-2114-0, Commerce Project No.
22-96515-026
Statement of Issue: Change Order No. 13 with Interwest Construction of Burlington,
Washington.
Analysis/Strategic Goals/Pro's &t Con's: This change order modifies and changes
Ovivo equipment by: 1) providing and installing metal shims under the Ovivo skid
units; 2) fabricating and installing new columns for the walkway on the north and
south side of the Ovivo skids; and 3) providing and installing heat trace for the Ovivo
MBR equipment. For Item 2, the County is paying half the cost of the fabrication and
installation of the new columns for the walkways on the Ovivo skids.
Fiscal Impact/Cost Benefit Analysis: The total amount for Change Order No. 12 is
$99,199.25 (includes 9.2% Washington State Sales Tax). The contract amount will
increase from $10,582,038.28 to $10,681,237.53. Ovivo will pay $88,867.41 and the
county will pay $10,331.83 of the total change order. The project is funded at 100%
by the Department of Commerce.
The Ovivo amount will be deducted from the contract between the County and Ovivo
and documented through a separate change order process.
Recommendation: Public Works recommends that the Board authorize Change Order
No. 13 with Interwest Construction, and return one original to Public Works for
further processing.
