In particular, Dr. Rosenbury states: “We know that many of our students, families, and staff are feeling anxious about what might happen in the future with rules, laws, and the protection of both documented and undocumented immigrants. We understand that these are big concerns, and they impact our entire community. At Port Townsend School District, we want every student and family to feel safe and like they belong. Here is the letter in its entirety. Dear Ms. Palmer, Thank you for reaching out to my office to share your thoughts on recent practices employed by the U.S. Immigration and Customs Enforcement (ICE) agents. As your representative in Congress, hearing from folks in Washington’s 6th District is incredibly important to me, and I truly appreciate your time and your perspective. I want to acknowledge the heartbreak, fear, and confusion communities around the country are experiencing right now with the uptick in ICE raids. They aren’t targeting and detaining “dangerous criminals,” they’re blatantly circumventing due process to round up people with brown skin. These raids are harrowing and disturbing, and challenge the very fabric of what once was the heartbeat of this country: a place where people can dream and build a better life for themselves and their loved ones. Immigrants make our communities stronger — always have and always will. There have been increasing reports of federal law enforcement officers — particularly those with the Department of Homeland Security and ICE — conducting operations while masked, wearing unmarked uniforms, traveling in unmarked cars, or otherwise lacking clear identification. This practice raises serious civil liberties concerns, as it can make it difficult for individuals and communities to verify whether agents are legitimate federal officers or impersonators. There have been several concerning incidents of men impersonating law enforcement kidnapping and assaulting women. Without proper identification, even if they are legitimate, there is little accountability if an agent violates constitutional rights during an arrest or search. These concerns are compounded when enforcement actions are outsourced to private contractors or local law enforcement working under federal direction, further blurring lines of responsibility. As your Congresswoman, I share your concern that the absence of clear, standardized protocols for identification and warrant procedures in immigration enforcement not only threatens due process but also erodes public trust — particularly in immigrant communities that may already fear interactions with law enforcement. I can assure you that I will continue to fight for greater transparency, strict adherence to constitutional protections, and investigations into the scope and legality of these practices to ensure enforcement actions are lawful, properly supervised, and carried out by clearly identified personnel. That is why I cosponsored the No Anonymity in Immigration Enforcement Act (H.R. 4004). This legislation would require ICE agents to wear visible identification and prohibit the use of face coverings during operations — except when necessary to address specific safety concerns. Additionally, I cosponsored the Visible Identification Standards for Immigration-Based Law Enforcement (VISIBLE) Act, a bill that would require immigration enforcement officers to clearly display visible identification during public enforcement actions. The unlawful detentions being carried out by ICE under the Trump Administration represent a grave violation of human rights and a disturbing departure from our nation’s core values. Thousands of individuals — many fleeing violence and persecution — have been subjected to indefinite detention without due process, tearing families apart and undermining the rule of law. Many U.S. citizens have also been wrongfully detained with no due process or justification. Even more alarming are the inhumane conditions in detention centers, where overcrowding, lack of medical care, and unsanitary facilities endanger the health and dignity of those held within. These abuses demand urgent accountability and a recommitment to a humane, just, and lawful immigration system — a commitment that I will keep working with my colleagues to uphold. As a part of my Congressional oversight duty, I have visited the Northwest Detention Center in 6th Congressional District several times to ensure that immigrants are being treated with the dignity, humanity, and care they deserve. On May 30, 2025, I visited the Northwest Detention Center unannounced and accompanied by my colleagues Representative Jayapal and Representative Dexter. What I saw was a stark reminder of the pain, chaos, and confusion caused at the hands of Donald Trump — and what happens when policy is developed from a source of hate, instead of fact. The American people are being told one thing when it comes to the treatment of immigrants, but my eyes saw another: the people inside this facility are our neighbors, people who we would see in the community, parents, and siblings. We spoke with a legal permanent resident who is being detained on a 20 year old crime for which he served his time. This is an injustice, it’s unconstitutional, this private prison system is being funded on the backs of taxpayers. I will continue to show up, unannounced, and demand answers and hold this administration accountable. Should any legislation regarding ICE enforcement actions and oversight measures come before the full House of Representatives for a vote, I will be sure to keep your views in mind. Quiero reconocer la angustia, el miedo y la confusión que están experimentando las comunidades de todo el país en este momento con el aumento de las redadas del ICE. No están persiguiendo y deteniendo a «delincuentes peligrosos», sino que están eludiendo descaradamente el debido proceso para detener a personas de piel morena. Estas redadas son angustiosas y perturbadoras, y desafían la esencia misma de lo que una vez fue el corazón de este país: un lugar donde las personas pueden soñar y construir una vida mejor para sí mismas y sus seres queridos. Los inmigrantes fortalecen nuestras comunidades, siempre lo han hecho y siempre lo harán. Cada vez son más los informes que señalan que los agentes federales, en particular los del Departamento de Seguridad Nacional y el ICE, llevan a cabo operaciones enmascarados, con uniformes sin distintivos, en coches sin distintivos o sin identificación clara. Esta práctica suscita graves preocupaciones en materia de libertades civiles, ya que puede dificultar a las personas y a las comunidades la verificación de si los agentes son funcionarios federales legítimos o impostores. Se han producido varios incidentes preocupantes de hombres que se hacen pasar por agentes de la ley y secuestran y agreden a mujeres. Sin una identificación adecuada, incluso si son legítimos, hay poca responsabilidad si un agente viola los derechos constitucionales durante un arresto o un registro. Estas preocupaciones se agravan cuando las medidas de aplicación de la ley se subcontratan a contratistas privados o a las fuerzas del orden locales que trabajan bajo la dirección federal, lo que difumina aún más las líneas de responsabilidad. Como su congresista, comparto su preocupación por el hecho de que la ausencia de protocolos claros y estandarizados para los procedimientos de identificación y de órdenes judiciales en la aplicación de la ley de inmigración no solo amenaza el debido proceso, sino que también erosiona la confianza pública, especialmente en las comunidades de inmigrantes que ya pueden temer las interacciones con las fuerzas del orden. Puedo asegurarles que seguiré luchando por una mayor transparencia, el estricto cumplimiento de las garantías constitucionales y la investigación del alcance y la legalidad de estas prácticas para garantizar que las medidas de control sean legales, estén debidamente supervisadas y sean llevadas a cabo por personal claramente identificado. Por eso copatrociné la Ley contra el Anonimato en el Control de la Inmigración (H.R. 4004). Esta legislación obligaría a los agentes del ICE a llevar una identificación visible y prohibiría el uso de cubiertas faciales durante las operaciones, excepto cuando sea necesario para abordar cuestiones específicas de seguridad. Además, copatrociné la Ley de Normas de Identificación Visible para la Aplicación de la Ley en materia de Inmigración (VISIBLE), un proyecto de ley que obligaría a los agentes de inmigración a mostrar claramente su identificación durante las acciones de aplicación de la ley en público. Las detenciones ilegales llevadas a cabo por el ICE bajo la administración Trump representan una grave violación de los derechos humanos y una inquietante desviación de los valores fundamentales de nuestra nación. Como parte de mi función de supervisión en el Congreso, he visitado varias veces el Centro de Detención del Noroeste, en el 6.º distrito electoral, para asegurarme de que los inmigrantes reciben el trato digno, humano y atento que merecen.
