Per letter dated February 4, 2005 from Westech Company the proponent will utilize buffer averaging. The proposal has added 25% (37.5 feet) to the buffer along the southern half of the property and subtracted 25% (37.5 feet) along the northern portion of the property. The buffer averaging areas are each approximately 2950 square feet in size (added to the south side and subtracted from the north side. No filling, grading, clearing, or other alteration of the wetland or its buffer is allowed. 2.) Wetland buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100) feet, whichever is less. Signs shall contain the following statement: "Wetland & Buffer- Do Not Remove or Alter Existing Vegetation." PER LETTER DATED FEBRUARY 4, 2005 FROM WESTECH COMPANY, THE BUFFER ZONE WAS ORIGINALLY FLAGGED WITH YELLOW-E3LACK STRIPED FLAGGING ON 24 INCH WOODEN STAKES. THE NEW BUFFER AVERAGING LINE IS MARKED IN THE FIELD WITH ORANGE-BLACK STRIPED FLAGGING ON 24 INCH AND 48 INCH WOODEN STAKES. A permanent physical separation along the upland boundary of the wetland buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 5.) To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, Indian Island and within 1/4 mile of any marine shoreline shall be required to infiltrate all stormwater runoff onsite. 6.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ: Water conservation measures: 1. Roof and other intercepted precipitation shall be routed to on-site detention ponds and/or other approved means and allowed to be released to the soil slowly. 2. Water collected from Storm water and roof catchments may be used for watering lawns and gardens. Unless catchment water has been treated to meet drinking water standards, there shall be no cross connections allowed between the potable supply and impounded water. 3. Water withdrawn from wells on each property shall not be used for watering of lawns and/or gardens. 4. Ground water withdrawn from each property shall be restricted to a rate of three (3) gallons per minute. 5. Installation of water conserving fixtures such as low flow toilets, faucets and shower restrictors and other water saving plumbing fixtures. 6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation). Please NOTE that the above listed measures are not intended to be exhaustive, but rather is intended to be illustrative of the types of water conservation measures. 7.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ: 1. Installation of a flow meter. 2. On-going well monitoring for chloride concentration. 3. Submittal of monitoring data to County. 8.) MANDATORY MEASURES FO AN AT RISK SIPZ: • 1. For proof of potable water on a building permit application, applicant must utilize DOH-approved public water system if available. 2. If public water is unavailable, a qualifying alternative system may be used as proof of potable water or an individual well may be used as proof of potable water subject to the following requirements: a. Chloride concentration of a laboratory-certified well water sample submitted with building permit application. b. Installation of a flow meter. c. On-going well monitoring for chloride concentration. d. Submittal of flow and chloride data to the County per monitoring program. 3. If public water is unavailable, a qualifying alternative system may be used as proof of potable water. 9.) The property owner shall comply with Water Conservation Measures (per list maintained by the UDC Administrator). 10.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 11.) A Stormwater Site Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 12.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 13.) Not more than two (2) unlicensed or inoperable vehicles shall be stored on any lot less than one-half acre unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Unified Development Code (UDC) Section 6. Outdoor storage of thirteen (13) or more unlicensed or inoperable vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a Permitted Use in Table 3-1 of the UDC, and such storage shall meet the requirements of UDC Section 4.10. In no case, shall any such unlicensed or inoperable vehiclesbe stored in an Environmentally Sensitive Area (ESA). 14.) The building height is not to exceed 35 feet. 15.) Minimum setback from Sylopash Lane right-of-way shall be 20 feet. Minimum side yard setbacks shall be 5 feet. Rear setback: per letter dated February 4, 2005 from Westech Company the proponent will utilize buffer averaging. Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. 17.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 18.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. 19.) Residential developers and individual builders shall be required to preserve shoreline vegetation and reduce the associated risk of erosion during construction and any future activity which may impact the stability of the shoreline. 20.) A minimum of two (2) on-site parking spaces shall be provided for the single Tamily residence. 21.) NO CONSTRUCTION ACTIVITY SHALL OCCUR IN THE WETLAND BUFFER ZONE. A SILT FENCE SHALL BE ERECTED BOTH AS A PHYSICAL INDICATOR OF THE LOCATION OF THE BUFFER ZONE EDGE, AND AS A PROTECTION MEASURE TO PREVENT SILTATION OF THE BUFER ZONE AND WETLAND. THE SILT FENCE SHOULD BE ADEQUATELY MAINTAINED DURING THE CONSTRUCTION PERIOD. GRADED AREAS SHOULD NOT BE LEFT AS BARE GROUND DURING THE RAINY MONTHS (OCTOBER THROUGH APRIL). 22.) GRASSES OR OTHER PLANTS SHOULD BE ESTABLISHED IMMEDIATELY UPON COMPLETION OF CONSTRUCTION. ANY BARE AREAS WHICH MUST BE LEFT FOR MORE THAN A FEW DAYS SHOULD BE COVERED WITH AN EROSION /SILTATION CONTROL BARRIER SUCH AS JUTE NETTING, OR EQUIVALENT. 23.) Flood proofing measures are to be used as required by the Jefferson County Flood Damage Prevention Ordinance. 24.) All new construction shall use construction methods which minimize flood damage. 25.) New construction shall have the lowest floor elevated to at least one foot above base flood elevation. 26.) Fully enclosed areas below the lowest floor that are subject to flooding are prohibited unless designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of floodwater. Designs for meeting this requirement must either be certified by a registered professional engineer or architect or must meet or exceed the following criteria: a. A minimum of two openings having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding shall be provided. b. The bottom of all openings shall be no higher than one foot above grade. c. Openings may be equipt with screens, louvers, or other coverings or devices provided that they permit the automatic entry and exit of floodwater. 27.) All new construction shall: a. be anchored to prevent flotation, collapse, or lateral movement of the sturcture. b. be constructed with materials and utility equipment resistant to flood damage and potential damage to adjacent properties. c. be constructed using methods and practices that minimize flood damage. d. have structural components capable of resisting hydrostatic and hydrodynamic loads and the effects of buoyancy. e. electrical, heating, ventilation, plumbing, air-conditioning equipment, and other service facilities shall be designed and/or otherwise elevated or located so as to prevent water from entering or accumulating within the components during conditions of flooding. 28.) Flood proofing of structures shall be provided by one or more of the following methods: a. Landfill: (Note: Landfills are not permitted in the floodway.) The placement of fill may be utilized to elevate the structure and must comply with the standards and policies of the Jefferson County Shoreline Master Program, if applicable. b. Pole, pier or piling construction: The use of poles, piers, or piles for the foundation of the structure may be used to allow the unrestricted flow of flood waters during periods at a base flood. The lowest floor must be one foot above the base flood level. c. Parallel Foundation Walls: Foundation walls may be designed and constructed to provide open spaces through which water can flow unrestricted to equalize pressure. In velocity flood situations, it is important that all foundation walls be parallel to the flow of the floodwaters. d. Extended Foundation Walls and Basements: (Note: Extended foundation walls and basements are not permitted in the floodway.) The lowest habitable floor of a residence may be constructed on foundation walls that extend above grade to one foot above the height of the base flood provided that residential construction complies with the requirment of Section 5.101(2), "Residential Construction," regarding the design of enclosed areas. 29.) A"Construction Drawing" Flood Elevation Cetificate was prepared by a licensed surveyor and submitted with the application. The Certificate identified the base flood elevation of 11 feet. The lowest floor of the structure is required to be elevated at least one (1) foot above base flood elevation or 12 feet. PRIOR TO FINAL BUIDLING INSPECTION, PROPONENT SHALL PROVIDE THE DEPARTMENT WITH AN ORIGINAL"FINISHED CONSTRUCTION" FLOOD ELEVATION CERTIFICATE THAT HAS BEEN VERIFIED BY A LAND SURVEYOR, ENGINEER, OR ARCHITECT AUTHORIZED BY LAW TO CERTIFY ELEVATION INFORMATION IN THE STATE OF WASHINGTON. 30.) The submittal shall include substitute pages that include all proposed changes, revised drawings showing any structural changes, and any other supporting information that explains and supports the reason for the change. Final Corrected Plan Submittal If the project included construction of conveyance systems, treatment facilities, flow control facilities, or structural source control BMPs (not standard on-site stormwater management BMPs), the applicant shall submit a final corrected plan ("as-builts") when the project is completed.
