STATEMENT OF ISSUE: Resolution 54-97 provides for a nine-member Planning Commission, equally representing three Districts and having staggered 4-year terms. This year, the resignation of Ahren Stroming left an unexpired term for District 1 to March, 2028; and the resignation of Richard Hull, who moved out of the county, leaving an unexpired term for District 3 to March, 2029. The Board appoints members of the Planning Commission after deliberation on the regular agenda. Pursuant to Planning Commission Bylaws Section 2,the notice of vacancies and request for application were advertised multiple times in the paper of record, July through October, 2025. The length of advertising time was due to not quickly receiving applications. Three applications for District 1 and three applications for District 3 were eventually received by the first week of November. Six interviews were held in November. ANALYSIS: It is typically difficult to find people to serve a four-year term on the Planning Commission. The current body is in the midst of extensive public outreach, hearings, and recommendations addressing the Comprehensive Plan Periodic Update. Consistency of the planning body at this time would be beneficial. The procedures of appointing Planning Commission members are promulgated by the Board. FISCAL IMPACT: There is no fiscal impact to the County's General Fund from this decision. The Planning Commission serves on a voluntary basis, and are provided a$50 stipend for attendance, participation in meetings, and being active in the community. Planning Commission funds are provided by the Board and administered by Community Development. RECOMMENDATION: Community Development recommends the Board deliberate on the six applicants and appoint two people, one each to Planning Commission seats District 1 and District 3.
