MINUTES
JEFFERSON COUNTY PLANNING COMMISSION
Regular Meeting – October 1st, 2025 5:30 p.m.
WSU Jefferson County Extension Classroom
97 Oak Bay Rd, Port Hadlock-Irondale, WA 98339
CALL TO ORDER AND ROLL CALL: Chair Sircely called the meeting to order at 05:34

APPROVAL AND ADOPTION OF THE AGENDA: Chair Matt Sircely moved to approve
Agenda as presented. Agenda was approved by acclamation.
APPROVAL OF MINUTES: Chair Sircely moves to approve two sets of minutes at the next
regular meeting. Commissioner Koan seconds.
GENERAL UPDATES
PLANNING COMMISSION UPDATES:
1. Commissioner Schwartz states that Fri 3rd there is a task force meeting on flood plain
litigation.
DCD STAFF UPDATES:
1. Commissioner Koan worked to get the Wi-Fi router upgraded so we have better
service in the WSU Classroom now.
2. Thank you to those who sent in their reasons for volunteering to serve as Planning
Commissioner, these were included in our District 3 outreach materials.
3. PHMPR-Notice of Public Hearing on the Preliminary Plat Application - This hearing will
occur on October 15th with possible continuation on 16th and 17th. This hearing will be
virtual only and all pertinent information can be found at the following link:

a. Commissioner Koan asks if whether or not this comes in front of PC. Joel
Peterson provides response.

1. 09/17 Planning Commission Meeting Agenda
REGULAR BUSINESS
1. Nominations and possible elections for Chair and Vice Chair positions.
a. Chair Sircely opens Planning Commission nominations
i. Commissioner Schwartz nominates Cynthia Koan for Planning
Commission Chair.
ii. Commissioner Koan nominates Andrew Schwartz for Planning
Commission Vice Chair.
b. Commissioner Richert motions to hold elections at this meeting. Commissioner
Koan seconds the motion. The motion carried unanimously.
c. Chair Sircely calls a vote by show of hands to elect Commissioner Koan to the
position of Planning Commissioner Chair. All 6 present Commissioners voted in
favor, 0 voted against, and Commissioner Coker who was in attendance via
phone abstained.
d. Chair Koan calls a vote by show of hands to elect Commissioner Schwartz to
the position of Planning Commissioner Vice Chair. All 6 present Commissioners
voted in favor, 0 voted against, and Commissioner Coker who was in
attendance via phone abstained.
2. Planning Commissioner Required Trainings
a. Chair Koan will track required Planning Commissioner trainings going forward.
3. Overview presentation on proposed UDC amendments.
a. Joel Peterson presents overview presentation on proposed UDC amendments
including:
i. Public Zones and Uses
ii. Housing
1. UGA Amendments
2. Rural Amendments
iii. Parking
b. Commissioner Sircely asks if use of public land for affordable housing was
mandated by the state. Joel Peterson provides response.
c. Chair Koan asks for clarification between short plat and short subdivision. Joel
Peterson provides response.
4. Initial Planning Commission and Board Retreat Planning
a. PC makes the following suggestions for topics at the January retreat
i. EDC introduction
ii. Land Trust Projects
iii. Fire Commissioner discussion of Forest Management
b. Joel Peterson will send previous Retreat Agendas to PC via e-mail for their
review and further suggestions. (Sent 10/03/2025).
c. Chair Koan notes that she will be out of town from mid-late January but hopes
to be able to attend the Retreat.

NOTICE OF ADJOURNMENT: Chair Koan adjourned the meeting at 06:51 until the next
