MINUTES
JEFFERSON COUNTY PLANNING COMMISSION
Regular Meeting – November 19th, 2025
WSU Extension Classroom
97 Oak Bay Rd, Port Hadlock-Irondale, WA 98339
CALL TO ORDER AND ROLL CALL: Chair Koan called the meeting to order at 05:30 p.m.

APPROVAL AND ADOPTION OF THE AGENDA: Chair Cynthia Koan moved to approve
Agenda as presented. Agenda was approved by acclimation.
APPROVAL OF 08-06-2025 MINUTES: Commissioner Richert moved to approve 08-06-
2025 meeting minutes. Commissioner Schwartz seconded the motion which carried by a
majority with 6 ayes and one single abstention. Commissioner Coker abstained as he was not
present at the 08-06-2025 Meeting.
APPROVAL OF 10-01-2025 MINUTES: Chair Koan moved to add and approve the 10-01-2025
Minutes this evening. Commissioner Richert seconded the motion. Commissioner Schwartz provided
an edit as the word “litigation” should correctly read “mitigation”. Planning Commission Clerk, Tonya
Flores Cruz, agreed to correct the document. The motion with suggested edits passed unanimously.
GENERAL UPDATES
PLANNING COMMISSION UPDATES:
1. Commissioner Schwartz updates that a FCAP grant for 250,000 will be received for the
mitigation of Brinnon Flood Plane
2. Commissioner Coker provides update on housing forum for 11/20/2025 for septic and
future proofing homes. Forum will be held At Old Alcohol Plant.
DCD STAFF UPDATES:
1. We continue to work on retreat scheduling to find a date when all PC and board
members are available to attend. Another Doodle Poll will be distributed when we
have our PC vacancies filled.
2. PC interviews have been completed. We had 6 well-qualified candidates for the two
seats. BOCC will deliberate within the next few weeks. When the date and time is
known an e-mail will be sent to PC for those who would like to observe the
deliberations.
3. An update on the Comprehensive Plan periodic review project, and rolling in the 2026
annual amendment cycle. We will revisit the Draft 2025 CP UDC Adopting Ordinance
with Exhibits that from the 10/15/2025 Agenda Packet at a later date.

REGULAR BUSINESS
1. Critical Areas Ordinance (CAO) Update
a. Greg Ballard DCD provided an overview of proposed changes to the CAO. PC
provided suggestions and corrections.

NOTICE OF ADJOURNMENT: Chair Koan adjourned the meeting at 07:35 p.m. until the next
regular meeting or special meeting as properly noticed.
The next Planning Commission meeting is scheduled for December 3rd, 2025 at 05:30 p.m.
