Shelter Coalition Meeting Nov. 25, 2025 Present: Greg Brotherton - BOCC, Peggy Webster - Olycap, Julia Cochrane - Winter Welcoming Center, Trevor Breland - shelter manager, Bayside, Anya Callahan - Health Dept., James Holthaus - Bayside, David Ehnebuske - concerned citizen, Renata Munfrada - City Grant Writer, K. Keplinger - Emergency Management, Anya Callahan - Health Dept., Apple Martine - Health Dept. Vet Update - James Holthaus - Bayside - program that will house a veteran in a hotel for up to 60 days while people are helping them find housing. The Opportunity Council, Island County, is the main point of contact for that, Bayside is providing the housing at the Old Alcohol Plant. Reach out to James at Bayside. John Hamilton is local chair of Veterans Services. American Legion Emergency Shelter – Trevor Breland - about 4 beds for men and 2 for woman are open. Talking to Public Health about extended hours. Emergency Weather funding thru Health Dept got accessed with the sweep of the encampment so the Winter Welcoming Center could open 11 days early. When Apple gets an invoice from Julia she will know how much funds are available. They have about $5,000 per location available. Quilcene, WWC, American Legion Shelter, and Tri Area Center. There is stable funding thru June from the Housing Fund Board - Greg will see what is available past June. Encampment: About 8 people moved from the encampment to Pats Place. And there are still people who are camping outside the Health Dept. which they are actively looking to find a safe place for her to camp outside. James H. talked about case management for this person. We need to find a supported encampment. Apple is reaching out to Heather D-N about continuing this conversation. No displacement without placement! - county policy. Both the county and the city have been showing up at the Behavioral Health Consortium which Public Health, Julia and Mike McCutcheon are part of. What do people think about a supported, not permitted encampment? Sanitation, trash, hygiene, a way for service providers to engage. Needs to be within the city with access to services. City Council has directed the Housing Fund Board to wrestle with this problem. This will be on the short term work plan for the HFB to come up with a white paper. Renata - agrees, wants more coordination with service providers and not all staff were invited to the table when decision was made. We need to coordinate with staff, council, the county, the providers and others. We need to have a plan with what this looks like - a supported encampment. Renata is invited to come to HFB meeting where this will be a topic. The city needs an agreement, a partnership with the county. Anya - we will find a place for every single person needs to be a reasonable ideal to hold for the city/council. Winter Welcoming Center - Anya and Amelia working at Winter Welcoming Center for 4 hours to extend their hours till 4. Monday the WWC started its new hours from 8:30 to 4 with the help of other organizations who are providing support 4 hours a day. Julia is trying to raise the $100 a day of increased costs. Shelter Meals: Bayside Kitchen closed Monday and Tuesday, so meal transport is needed other days. Apple is willing to drive on weekends. CBV - Peggy - Olycap - In the weeds on engineering which will be done December 1st and then will be sent to the state - commerce - for approval. Timeline for occupancy is next summer. Comp. plan - meeting last night with a lot of folks who showed up who are not in support of debt city - voices from would be home owners and renters were missing. Applications will only be accepted electronically through the online portal, Rent Café. It’s strongly recommended that those who want to apply pre-register in Rent Café <https://housingsolutionsnetwo rk.us17.list-manage.com/track/click?u=38123e1ad2608f9c4e51e6660&id=fa11d3bc2e&e=413570542a> . The PHA intends to fill 250 positions on the Section 8 Waiting list and will conduct a random lottery of all complete applications received within the required time frame.
