Comprehensive Plan Periodic Review Schedule: 2 Allowance for extending schedules: RCW 36.70A.130(6)(b) and WAC 365-196-610(1)(b) authorize Jefferson County to take up to an additional 24 months to complete the periodic update process if the county has a population of less than 50,000 and has had its population increase by no more than 17 percent in the 10 years preceding the deadline. Using state Office of Financial Management population numbers of the last 10 years, the countywide population grew from 31,266 in 2015 to 33,825 in 2025, or a 10-year growth rate of 8.2%, below the 17% threshold in WAC 364-196-610. 3 Comprehensive Plan Periodic Update 2026 Annual Comprehensive Plan Amendment Cycle Mar 2026 Dec 2025 December 1, 2025, Draft Resolution: Extending Comprehensive Plan Periodic Update into 2026 Annual Amendment Cycle 4 Extending Comprehensive Plan Periodic Update into 2026 Annual Amendment Cycle Stretches CP Periodic Update through December 2026, following the Annual Amendment Cycle schedule. Lengthens time for implementing UDC amendments from 2025 periodic update. Requires all amendments (2025 + 2026) to be considered together for new cumulative impacts analysis, updated SEPA, updated Staff Report, Requires updated, and possibly redundant legal review. 5 Critical Areas Ordinance (CAO) Essential Public Facility (EPF) Process – Don’t have to docket it with annual amendments ch. 18.15 JCC (special use permit for EPF) ch. 18.45 JCC Exemption from Docket (Type V process for EPF adoption) -can be processed on its own schedule 2026 DCD Work Plan: UCD Omnibus (Housekeeping) Ordinance 6 Current Recommendation from Department of Community Development: Do not overlap the Periodic Update work with Annual Amendment Cycle in 2026, Continue with, and complete the Comprehensive Plan Periodic Update in 2026, focusing on CP periodic review and associated development regulations; Complete Critical Areas Ordinance (CAO) in 2026 [est. February—March]; Entertain site-specific CP amendments in 2027 – we don’t know the potential demand for 2026 site-specific proposals until after March 1 deadline, Uncertainty in 2026 program staff and funding, Shortens amount of review time for Prosecuting Attorney’s Office (PAO), ch. 2.55 JCC (Ordinance No. 02-0528-24). 7 Summary of Specific Proposed Board Actions: Extend CP Periodic Update schedule to June 2026, Defer 2026 Annual Amendment Cycle to 2027, Adopt Resolution December 8, 2025 to enact schedule changes and defer annual amendments to 2027.
