You Unknown Speaker 0:41 want to make sure you leave audio? Of course, yeah, thank you. Do Speaker 1 1:37 you see the hiccups. Yeah, grandmother do the hiccups for days and days. Oh, I was a guy. Yeah, I. Speaker 2 8:07 Hey everybody, I am mobile today, so forgive me, and I'm going to keep my camera off so you guys don't have to look at my car. Speaker 2 8:39 Believe the meeting room is on mute if you guys are attempting to talk to the group. Greg Brotherton 8:44 I was talking to you. Thank you, Dan. Hopefully you can hear me now and I was just saying, we'll wait for a couple more minutes. We've got Cleon and Caitlin in the room with me, and Diana and Dan online. Thanks for being here, even as you're traveling. We'll give folks a couple of minutes to show up. We have Steve online as well. Still. A couple minutes left. Great. Thank you. Can you hear us? Diana, I can Okay, oh, great. Greg Brotherton 9:17 Jesse, was going for a swim there. I Speaker 2 9:25 So if anybody in South County is interested, it is bear time. They are big and fat and looking to get fattened up some more. I had to chase one out of the yard today. So be on the lookout as you do your hikes and stuff, they are not ready to hibernate quite yet, Greg Brotherton 9:41 had some prediction. Predation at our house, but I don't think bear would catch a turkey, probably, so it's more of a bobcat, righty. I. Unknown Speaker 10:05 Right, wait for the Greg Brotherton 10:08 clock tower and then get started. Unknown Speaker 10:12 Did it go? You're in here? No, but it should be close. Greg Brotherton 10:21 Don't ask me, though, we'll give one more minute, and if we can't outweigh the Speaker 1 10:36 clock tower. So if you all right. Greg Brotherton 10:45 The anticipation is killing me. Let's let's get started. We got, we've got a quorum with Steve Diana and Dan online, and Caitlin Cleon and myself in the room. We've got six of us. So I will call this meeting of the Jefferson County Tourism coordinating council to order to the regular meeting. So it's a pretty slim agenda as we talk about the draft, not the draft bylaws that sorry about the typo on the old business, I'd love to maybe talk about I think Diana had made this recommendation for the bylaws, and I think we should probably do it about nominating and electing a vice chair, because the last two meetings, I was out of the country for one of them and had a BRCC obligation for the other. But with the Vice Chair, we can still have the meeting, even if I'm not able to join. So I'd love for if folks are willing to have that conversation as C under old business, which is just elections, the bylaws, as we're looking at, and talk about electing a vice chair the first meeting of the year. So this would just be for the rest of the year, but you can there's no nothing precluding someone from serving as Vice Chair for two years. Anything else that folks want added to the agenda Speaker 2 12:05 in a while, I would like to add in something that we talked about in the past, which is a discussion around Visitor Information Centers and the importance of in person BIC, and just kind of have that discussion and maybe move towards, sometime in the future, a formal, formal recommendation from TCC to the blcc about Visitor Information Center importance, and kind of memorialize that. Greg Brotherton 12:33 Okay, we'll put that as B under your new business, BIC, in person. Discussion, potential action. The bylaws, too, is discussion and potential action. Looking through it again, I saw one potential change that we've talked about before. But other than that, they're pretty, I mean, they're pretty boiling. Anything else folks want to talk about, I'm all right. Well, let's get started. I don't know if Oh, was Steve raising his hand. Speaker 3 13:08 I am. I had to unmute. Thank you. I would like to see if we should have a conversation related to LTCH cycle and the fact that TCC was not officially on it, but it's absence was immensely felt through this cycle of LTCH. Greg Brotherton 13:30 Yeah, I think that's let's put that in a new business as well. LTCH cycle. I Yeah, chat about that. Speaker 2 13:38 Can we add slash DMO discussion to that. I think TCC is absent from LTCH and the DMO discussion really go hand in hand, and I think that's something that I'm not sure if that's appropriate for Speaker 3 13:51 this group. No, but you're absolutely correct. That is the correct cadence that I experienced as well in this last cycle, Greg Brotherton 13:58 and that's what I intended to discuss with a destination marketing as well. So let's just bundle that all together and and we can talk about the Vics in person first, and then put it well, no, we'll make that a LTCH and the DMO conversation does a under new business, and then B will be the Vic in person. Unknown Speaker 14:19 Okay? Anything else? Greg Brotherton 14:26 Okay, would anyone from the public like to make a public comment today? You could hit the raise hand button, Star nine if you're on the phone. And we'll probably switch to a webinar for the next meeting, just because we forgot how insecure these are. You know, it's a public meeting, but if we did get zoom bombed, we don't have any protections against it in this is so just in case we do, I will end the meeting and start it again if I can't. To quickly Unknown Speaker 15:01 remove the person. All Greg Brotherton 15:03 right, one more call for public comments. Anyone with us that would like to make public comment? Okay, let's go on to old business. We have the meeting minutes from August 5. Any issues with the minutes as presented, Unknown Speaker 15:29 I move to approve them Greg Brotherton 15:33 and move to approve minutes from August 5 second. We're in seconds. Any further discussion, all in favor of approving the minutes as presented for August 5, indicate by saying, aye, Aye. Any opposed? Any abstentions? All right, that is unanimous. Okay. Next up is to review the draft bylaws. They included the laser fish. We've had them before. I don't know if folks want me to put them up on screen, just to kind of reiterate Diana's point that we should have a vice chair in here. It is absolutely called for in section Section seven, TCC officers and their duties. Oh, there's a space error there. It reads, there shall be a chair and a vice chair. The TCC chair is the designated gfcc member. The vice chair shall be elected by the TCC Committee during the first meeting of each year. TCC may elect other officers by majority vote of the TCC chair shall preside over TCC meetings and coordinate development of the agenda with the assigned staff member. The chair shall sign all correspondence originated by the TCC, and the Vice Chair shall preside over TCC meetings in the absence of the chair. So that's as the whole officers and their duties. Section of the bylaws welcome Marcia, the one change that I would look at that we've talked about before, under two sub two, under role of TCC, we had talked about removing and the development of workforce housing and just ending with adding an and before event marketing, so that the full wood thing would read, coordinate with stakeholders, including, but not limited to tourist professionals, retailers, Jefferson County staff to develop metrics for evaluating the impacts of public investments and destination development, destination marketing and event marketing period removing and the development of workforce housing. Speaker 1 17:45 Thoughts, this is Marsha. I would support that. Yeah, I had that noted as I don't see that as TCCs role, Speaker 3 17:56 yep, I would, I would agree with it. Workforce housing is essential part of our hospitality and tourism infrastructure and whatever we can lend in that but I the way it's worded currently, it's well beyond the scope of tourism marketing and TCCs role. Greg Brotherton 18:24 And so I have made that adjustment, any more discussion on that one and any one question I had is right now under duties of the TCC, and we can maybe come back to this and make any motion that we want to make later right now, the duties of the TCC are, TCC shall be responsible for making annual recommendations to the BRCC on LTCH priorities by July 31 of each year. We didn't really even get started until about that time, so we were certainly not there that now. But I guess if we're like TCC is functioned as the as the destination marketing organization is still designated, I believe, somewhere, as the designated marketing organization of Jefferson County. It's modification we can make later. I don't know if we're at we don't have, of course, the whole conceit that I had was that this and LTCH were both staffed by a county employee that could actually perform those duties. We have no staff capacity right now. So are there other duties of TCC that folks here think should be Unknown Speaker 19:41 added to these bylaws or any changes? Speaker 3 19:46 Well, to the point of DMO, yes, it would. It should be that the duties of TCC, if it's appropriate, are to liaison with the regional DMO on behalf. Of collaboration and coordinated Olympic Peninsula tourism efforts, initiatives and analysis of results. Greg Brotherton 20:15 I like that. I didn't get it all written down, but you're saying a second duty should be coordination with the regional DMO on a limp. Can you repeat that so I get the exact wording. Speaker 3 20:31 I will attempt that TCC that I'm putting cart before the horse in that it is important that TC, that Jefferson County's lowercase DMO as designated, has one of its duties. Its primary duties is the coordination and liaison with the regional DMO of the Olympic Peninsula. And I just want to I. Transcribed by https://otter.ai
