1.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water
quality degradation. The submitted proposal does not require additional aquifer
protection measures. However, during construction the project shall follow the Best
Management Practices (BMPs) and facility design standards as identified and defined in
the Stormwater Management Manual for the Puget Sound Basin.
2.) To help prevent seawater from intruding landward into underground aquifers, all new
development activity on Marrowstone Island, Indian Island and within 1/4 mile of any
marine shoreline shall be required to infiltrate all stormwater runoff onsite.
3.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ:
Water conservation measures:
1. Roof and other intercepted precipitation shall be routed to on-site detention ponds
and/or other approved means and allowed to be released to the soil slowly.
2. Water collected from Storm water and roof catchments may be used for watering
lawns and gardens. Unless catchment water has been treated to meet drinking water
standards, there shall be no cross connections allowed between the potable supply and
impounded water.
3. Water withdrawn from wells on each property shall not be used for watering of lawns
and/or gardens.
4. Ground water withdrawn from each property shall be restricted to a rate of three (3)
gallons per minute.
5. Installation of water conserving fixtures such as low flow toilets, faucets and shower
restrictors and other water saving plumbing fixtures.
6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation).
Please NOTE that the above listed measures are not intended to be exhaustive, but rather
is intended to be illustrative of the types of water conservation measures.
4.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ:
1. Installation of a flow meter.
2. On-going well monitoring for chloride concentration.
3. Submittal of monitoring data to County.
5.) MANDATORY MEASURES FOR COASTAL SIPZ:
1. For proof of potable water on a building permit application, applicant must utilize
DOH-approved public water system if available.
2. If public water is unavailable, a qualifying alternative system may be used as proof of
potable water or an individual well may be used as proof of potable water subject to the
following requirement:
a. Chloride concentration of a laboratory-certified well water sample submitted with
building permit application.
3. If public water is unavailable, a qualifying alternative system may be used as proof of
potable water.
6.) The property owner shall comply with Water Conservation Measures (per list maintained
by the UDC Administrator).
7.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
8.) A Stormwater Site Plan has been submitted and approved by the Department of
Community Development. Once the subject permit has been issued the applicant shall
fully implement the provisions of the submitted plan and contact the Jefferson County
Department of Community Development to arrange a schedule to inspect the property for
plan compliance. A Certificate of Occupancy will not be issued until the Department
verifies plan compliance. No clearing for roadways or utilities shall occur on the project
site until clearing necessary for the installation of temporary sedimentation and erosion
control measures have been completed.
9.) Outdoor residential storage shall be maintained in an orderly manner and shall create no
fire, safety, health or sanitary hazard.

10.) Not more than two (2) unlicensed or inoperable vehicles shall be stored on
than one-half acre unless totally screened from any and less
rights-of-way. Such screening shall meet all pplicable performancedwellingsoring
and development
standards specific to the district in which the storage is kept, and shall be in keeping with
the character of the area. Screening shall meet the requirements of Unified Development
Code (UDC) Section 6. Outdoor storage of thirteen (13) or more unlicensed or inoperable
vehicles is prohibited except in those districts where specified as an automobile wrecking
yard or junk (or salvage) yard and allowed as a Permitted Use in Table 3-1 of the UDC,
and such storage shall meet the requirements of UDC Section 4.10. In no case, shall any
such unlicensed or inoperable vehiclesbe stored in an Environmentally Sensitive Area
(ESA).
11.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of
impervious surface which includes roof tops, driveways, concrete, etc.
12.) Minimum setback from North Stromberg Avenue right-of-way shall be 20 feet. Minimum
side and rear yard setbacks shall be 5 feet.
13.) Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the
finished grade, excepting when such lighting is an integral part of a building or structure.
Ground level lighting is encouraged.
14.) Lighting fixtures shall be designed and hooded to prevent the light source from being
directly visible from outside the boundaries of the property. The intensity or brightness of
all lighting, during construction and after project completion shall not adversely affect the
use of surrounding properties or adjoining rights-of-way.
15.) The building height is not to exceed 35 feet.
16.) A minimum of two (2) on-site parking spaces shall be provided for the single family
residence.

Permanent Stormwater Control Plan •

CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN(SWPpp)
The Construction SWPPP addresses sediment and erosion control during construction. The BMPs indicated by the applicant in the
template that follows must be installed on the ground during all construction phases of the project. The proponent is responsible for
preventing sediment and erosion impacts to environmentally sensitive areas and off-site areas. Consult the Construction Stormwater
Pollution Prevention (SWPP) Best Management Practices (BMPs) Packet for guidance, particularly with rural residential
development.

Stormwater Site Plan Changes
If the designer wishes to make changes or revisions to the originally approved Stormwater Site Plan, the proposed revisions shall be
submitted to DCD prior to construction. The submittal shall include substitute pages that include all proposed changes, revised
drawings showing any structural changes,and any other supporting information that explains and supports the reason for the change.
Final Corrected Plan Submittal
If the project included construction of conveyance systems, treatment facilities,flow control facilities, or structural source control BMPs
(not standard on-site stormwater management BMPs), the applicant shall submit a final corrected plan ("as-builts")when the project is
completed. These should be engineering drawings (stamped by a licensed civil engineer) that accurately represent the project a

The following is a narrative for small parcel development within an existing plat. The existing plat was
entitled prior to requirements for stormwater management. Therefore we are establishing a master
basin plan for the parcels (building sites) where we will be building homes to the small parcel erosion
and sediment control requirements.

Each of the 20 sites within these two blocks will contain the following BMP's toward the goal of
controlling erosion and sedimentation control.
Construction Stormwater Pollution Prevention Plan
o Stabilized construction access: Limit construction entrance to one designated location per
building site constructed with crushed rock.
❑ Minimize land disturbing and preserve existing vegetation: Establish clearing limits. Mark trees
and vegetation to be saved.

❑ Protection of adjacent properties and existing roadside ditches from sediment deposition: Install
siltation fencing at low edge of clearing limits.

MAINTENANCE PROCEDURES
Permanent Stormwater Management Plan
❑ Install an infiltration trench or infiltration depression designed per the attached Reference #1.

from downspouts and catch basins to the infiltration mechanism.
o Location parameters (in accordance of chapter 246-272 WAC/On-site sewage systems)

o Catch basin: The catch basin is to catch the water from the parking area. Placement of
the catch basis shall be a minimum of 12 feet from the parking area to provide for bio-
filtration for pollution control.

❑ Restore majority of the lot to native vegetation with the use of drought resistant native grasses,

BASIS OF DESIGN
The USDA Soil Survey of Jefferson County Area, Washington identifies the soils in the area of
the subject project as both:
Cassolary,a sandy loam with Unified Soil Classification of SM and a permeability of 2.0 to
6.0 in/hr; and
- Hoypus, a gravelly/very gravelly sand and loamy sand with a Unified Soil Classification of
GW-GM /GM and a permeability of 6.3 to 20.0 in/hr
Based on the descriptions provided on the Soil Evaluations for the Onsite Sewage Disposal
System Design of the Septic Design Application it is reasonable to identify the soils as
Cassolary.
Use 2.0-in/hr soil permeability for infiltration calculations (minimum indicated in Soils Survey)
Disturbance of native vegetation outside of the building envelopes will be minimized.
Disturbed areas will be re-vegetated with native plants.
The project is not tributary to a creek. •
Design storm is 25yr-24hr event with a depth of 2.1 inches as found on the isopluvials in N#13

Flows from impervious surfaces will be conveyed to an infiltration depression or one,of threatTI !JCII
infiltration trenches. The different options are provided as equal alternative to allow flexibility
depending on the specific configuration of each site.
Contractor's Option 1: Infiltration Depression
An infiltration depression can be constructed to provide 0.004 acre-feet*43560ft/acre = 174.2
cu feet. See"Subcatchment 1 S: Developed"on page three of this Reference. Exact sizing

Contractor's Option 2: Infiltration Trench Sections
Three trench sections (types) are provided to allow for site variations. The typical features of
these are:
All 3 types of trenches shall be:
- 2-ft wide x 2-ft deep (excluding cover) x L(where L=the length as provided below)
- . placed"on contour" with 0% longitudinal slope
- lined with filter fabric on all sides and have a minimum overlap at seams of 8-inches or as
specified by manufacturer
- Back-filled with drain rock
Trenches using Section 1 or 2 shall be no closer than 5-feet(edge to edge)from any other
stormwater,infiltration trench
Trench Section 3 can be placed side by side and connected via a manifold if adequate area is
available"on contour"

Trench Calculation:
The calculations that follow are for a unit of impervious surfacing (measuring 1000 square-foot)
that drains to an infiltration trench. The calculations where performed using HydroCAD®by
Applied Microcomputer Systems using the following methodologies to address and to
compensate for limitations of the software:
All Sections:
- Are 2-ft wide x 2-ft deep (excluding cover) x L (where L= the length as provided below)
Soil permeability was converted from 2.0-inch/hour to feet/minute(per unit algebra)
2.0-in/hr x 1-foot/12 inches x 1-hour/60-mj s= 0.003-ft/hr
- A 30%void space(detention volume)was used for the drain rock; this is shown as"open %"
in the pond calculation summary.
Section 1
- Is a_conventional drain rock filled trench with a 4"perforated pipe. The storage volume of the
pipe is considered negligible and is therefore not included in the calculations. Except as
noted above in"All Sections"no compensation was required.
Section 2
- Includes the use of a 12-inch pipe for additional storage volume. The void space is adjusted
to account for the additional volume provided by the pipe. The calculations include
adjustments at the IA, 1/2, and 3/4 depths of the pipe.
- The"irregular section" method of calculation was used to address the irregularities/variations
in the void space.
Section 3
- Addresses a possible requirement of a single large infiltration"mat"; where multiple
segments/lengths of"trench"are joined using a 4"pipe manifold by branching
- Each ; where a number of"trenches"are constructed side by side . Infiltration in this section
is calculated through the base only.
Trench Construction:
The Developer shall construct infiltration trench(es) based on the total units of impervious
surface on each parcel. The following trench lengths (L)are to be applied as applicable:
Section 1.:
L = 18-LF per 1000-sf of impervious surfacing
(2-ft x 2-ft trench with 4-in perforated pipe)
