HomeMy WebLinkAbout80-1201-25R STATE OF WASHINGTON County of Jefferson A Resolution Amending the Fee Schedule for the Department of Public Works, RESOLUTION NO. 8 0_1 ?01 _2 5 R Solid Waste Division WHEREAS, Jefferson County is a political subdivision of the state of Washington as provided by Title 36 RCW and the Washington State Constitution Article 11, and may impose fees to recoup the costs of providing services to the public; and, WHEREAS, the Board of County Commissioners may impose fees charged by the Department of Public Works, Solid Waste Division ("Solid Waste Division") to implement the code and statutory duties; and, WHEREAS, JCC 3.80.020 authorizes the Solid Waste Division to request adoption of its fee schedule by resolution; and, WHEREAS, the Board of County Commissioners adopted a revised Solid Waste Division fee schedule by Resolution 28 23 on July 3, 2023 which established an annual increase to the fee schedule of 2.5%to achieve adequate fund reserves; and, WHEREAS, the Board of County Commissioners adopted a revised Solid Waste Division fee schedule by Resolution 30-0512-25 on May 12, 2025, establishing a Capital Surcharge to adequately develop Capital fund reserves; and, WHEREAS the revised fee schedule is largely improving the financial health of the Solid Waste Enterprise Fund; and, WHEREAS, as part of the public meetings leading up to the BoCC's adoption of a Level of Service Ordinance for curbside recycling on November 3, 2025, by Resolution No. 10-1103- 25, Public Works discussed revisions to the fee schedule for the Quilcene Rural Drop Box; and, WHEREAS, Public Works has recommended the reinstatement of a popular single 32- gallon container option with a fee of$10.00 and an increase to the two 32-gallon container rate to $20.00 with both fees to include recycling drop-off service at the Quilcene Drop Box, NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY,STATE OF WASHINGTON: Section 1. Whereas Clauses Adopted as Findings of Fact. The Jefferson County Board of Commissioners hereby adopts the above "Whereas"clauses as Findings of Fact. Section 2. Purpose. The purpose of this resolution is to: 1) Apply the annual 2.5% increase to the solid waste fee schedule 2) Revise the Quilcene Drop Box fee schedule to include a single 32-gallon container fee with a pre-tax base fee of nine dollars and sixty-five cents($9.65)to include recycling drop off service 3) Revise the Quilcene Drop Box fee schedule for two 32-gallon containers to a pre-tax base fee of nineteen dollars and thirty-one cents ($19.31)to include recycling drop off service The effective revisions to the Public Works Solid Waste Division Fee Schedule are shown highlighted in the attached Exhibit A. Section 3. Severability. If any section, subsection, sentence, clause, phrase of this resolution or its application to any person or circumstance is held invalid, the remainder of this resolution or its application to other persons or circumstances shall be fully valid and shall not be affected. Section 4. Effective Date. This resolution is effective upon August 1, 2025. Section 5. SEPA Categorical Exemption. Analysis/Strategic Goals/Pro's& Con's: On July 3, 2023, by Resolution No. 28 23,the Board of County Commissioners(BoCC)adopted two benchmarks for Solid Waste Enterprise Fund balances: 1) A projected year-end reserved capital fund balance of 25 percent of current capital replacement value in equipment and buildings,excluding any GO bond funds,and 2) A projected year end reserved operations fund balance of 25 percent of the projected annual total solid waste operation expenditure. Resolution No. 28 23 also established an annual fee increase of 2.5%to achieve and maintain the above benchmarks. The 2.5%annual increase has shown itself to be marginally adequate to maintain the operations fund benchmark but deficient in meeting the benchmark for the Capital fund. To achieve the Capital fund benchmark a new"Capital Surcharge"of$15.00 per ton for transfer station transactions was adopted by the BoCC on May 12,2025, by Resolution No.30-0512- 25R. Both fee schedule adjustments have improved the financial health of the Solid Waste Enterprise Fund. The projected year-end 2026 operations fund balance is slightly over the benchmark and the Capital fund balance will have improved enough to position Public Works well for Public Works Board financing of planned equipment repair and replacement in 2026. As part of the public meetings leading up to the BoCC's adoption of a Level of Service Ordinance for curbside recycling on November 3,2025, by Resolution No. 10-1103-25, Public Works discussed revisions to the fee schedule for the Quilcene Rural Drop Box to fund the proposed continuation of recycling services at the facility.These revisions included the reinstatement of a popular single 32-gallon container option with a fee of$10.00 and an increase to the two 32-gallon container rate to$20.00 with both fees to include recycling drop-off service. Fiscal Impact/Cost Benefit Analysis: The recommended fee revisions are projected to be adequate to maintain and improve the financial health of the Solid Waste Enterprise Fund in calendar year 2026.
