BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
TO: Board of Commissioners
FROM: Shawn Frederick,Central Services Director
DATE: December 8,2025
RE: WORKSHOP and POTENTIAL ACTION: Community Centers
STATEMENT OF ISSUE:
On December 19, 2022,the Board of County Commissioners(BoCC)approved an agreement
with Olympic Community Action Programs(OlyCAP)to provide community services at Tri-
Area, Quilcene, and Brinnon community centers. The current grant agreement expires on
December 31,2025. At the September 2, 2025 BoCC meeting, the Board approved a motion to
advertise a Request for Proposals(RFP)for the new agreement. On October 29,2025,the
County withdrew the RFP based on the questions received from potential applicants and other
factors.
ANALYSIS: Potential applicants had several questions;examples include:
• What specific services are expected to be delivered?
• What is the value of the current contract?
• What will be the value of the future contract?
• What level of financial support will be provided by the County?
• What is the desired format of a proposal?
• How will proposals be scored?
FISCAL IMPACT: N/A
RECOMMENDATION:
Staff recommend that the BoCC consider these inquiries and give staff direction on their
combined vision of what a successful Community Center provides for services, and how it will
be supported by the County within budgetary constraints. BoCC feedback and guidance will
be used as a basis to draft a new RFP compliant with appropriate statute.
