Bob Hoyle called the meeting to order at 3:00 pm.
Public Comment (0:55)
None
BOARD MEMBER ANNOUNCEMENTS (01:00)
Bob announced a Gibb’s Lake’s Trail Work Party and requested the Gibbs Lake caretaker’s contact info
from Matt Tyler.
PLANNING WORKSHOP (1:50)
Exploring Board Purposes & Plans for 2026: The board will explore the ideas and interests of each
member and connect them to the bigger picture of creating a work plan for 2026. The workshop will
cover the board's governing documents (charter and bylaws).
Karin facilitated the meeting.
(3:00) Matt updated the board to the current budgeting issue in Jefferson County and reviewed the
possible revenue options being discussed. No decisions have been made as of yet. Matt requested the
board’s availability to discuss options as new information becomes available.
(10:55) Board members shared their specific interests for being on the board and ideas for changes,
projects, or plans for the board.
(22:10) The board reviewed the Board’s charter, bylaws, and comprehensive plan. Discussion occurred
regarding changes that need made and future planning needed.
The board requested the term “JCPRAB Coordinator” be defined in the bylaws.
The board decided to focus on reviewing the Parks & Recreation Comprehensive Plan at their January
12, 2026 Special Meeting.
(36:55) The board reviewed the JCPRAB Planning Guide. JCPRAB discussed volunteer recognition options
to better appreciate Parks & Rec volunteers.
(45:00) Discussion occurred regarding subcommittees and their meeting dates. It was requested it be
added to the December JCPRAB meeting agenda to determine possible standing meeting dates.
Proposed dates: Volunteer Subcommittee: February, September; Trails Subcommittee: March, October.
JCPRAB requested Eric Kuzma be invited to the February meeting with project updates.
(57:10) The board reviewed the annual JCPRAB Park Tour. Discussion occurred regarding encouraging
volunteers in county parks, options for a 501c3, fundraising options, and collaboration options.
(1:26:05) The board reviewed topics discussed at this meeting and the planned discussions for January’s
meeting.
(1:29:10) Bob shared he will participate in a presentation at the next East Jefferson Trails Connection
meeting.
