Local Agency Agreement Supplement with the Washington State
Dept. of Transportation (WSDOT), Upper Hoh Road Emergency
Repair, MP 7.7-8.0, X01781, Federal Aid Project No. ER-0801(025)
Statement of Issue: The attached Local Agency Agreement Supplement with WSDOT
is necessary in order to proceed with completion of the Upper Hoh Road, MP 7.7 to MP
8.0 emergency repair project.
Analysis/Strategic GoalslPro's & Con's: Between December, 2004 and January, 2008
Public Works performed emergency repairs at Upper Hoh Rd. MP 7.7 to MP 8.0 under
Federal Aid Project No. 's ER-0501 (015) and ER-0801 (025), constructing a total of
1,400 lineal feet of armored bank protection. Remaining work consists of mitigation
required by the Washington State Dept. of Fish & Wildlife (WDFW). Mitigation will be
satisfied by replacing the culvert at Alder Creek Tributary, Upper Hoh Road MP 2.15,
with a WDFW-approved, fish passable structure. A Local Agency Agreement
Supplement is necessary in order to fully fund the engineering and permitting phase
of the project.
Fiscal Impact/Cost Benefit Analysis: This supplement will increase the Preliminary
Engineering funding from $135,000 to $233,000. This will be funded at 86.5% by the
Federal Highway Administration and 13.5% by a combination of Rural Arterial Program
(RAP) funds, and County road funds.
Recommendation: The Board is requested to sign the Local Agency Agreement
Supplement, and return to Public Works.
