RE: Notice of Public Hearing: Bonneville Power Administration (BPA) Franchise
The Board of County Commissioners will conduct a public hearing on Monday, December 22,
2025 to consider granting a franchise to the United States of America, Department of Energy,
Bonneville Power Administration to survey, install, construct, repair, replace, upgrade, maintain,
relocate, modify, extend, remove, operate, inspect, patrol, and operate components of an
electricity transmission and distribution system in County Road rights-of-way in eastern
Jefferson County. RCW 36.55.040 requires the County Auditor to post notices of the public
hearing in three public places in the County seat at least fifteen days prior to the hearing. In the
interest of efficiency, you have authorized Public Works to perform this task.
On Wednesday December 3, 2025 I caused three copies of the attached NOTICE OF PUBLIC
HEARING Bonneville Power Administration (BPA) to be posted at the following locations in
Port Townsend:
The official notice board in the Jefferson County Courthouse
o 1820 Jefferson St, Port Townsend, WA 98368
The lobby of the Port Townsend City Library
o 1220 Lawrence Street, Port Townsend, WA 98368
The lobby of the US Post Office
o 1322 Washington St, Port Townsend, WA 98368
