PROJECT DESCRIPTION: STAIRS TO BEACH (to implement SDP 01-18). The proposal is a 3
foot wide by 50 foot long aluminum staircase that would be free
spanning except for mid level supports (3 inch iron pipes) as
specified in the structural calculations. Per the structural
calculations, the proposal would not entail any grade disturbance.
With the exception of the trimming of the shrubs and deciduous
trees beneath the 3' by 50' staircase, the proposal would not
disturb any vegetation on the shoreline bluff. The applicant is
required to revegetate the area 30 feet back from the top of the
bluff with native trees and shrubs (Condition of approval #14 of
SDP 01-18).
A previous tower staircase (BLD 05-517) was approved by
Jefferson County DCD on 9/15/05 to implement SDP 01-18. The
current proposal has been determined to have less impact on the
shoreline than the previously approved tower staircase because it
does not require a massive concrete footing on the beach. The
current proposal also would have less visual impacts that the
previously approved tower staircase because it is at ground level
instead of a highly visible tower staircase with a plank.
This proposal is located within a habitat area (heritage) of a Great
Blue Heron Colony. The coastal bluff is also within eagle habitat
(Priority Habitat& Species).
SPECIAL CONDITIONS FOR CASE BLD06-00384
1.)0 The outfall for the tightline that was approved through SDP 03-18 will be incorporated into
4100 ' ' the soft bank protection project (SDP05-12) for the placement of large woody debris on
the beach and is a requirement of the HPA issued by WA State Dept. of Fish &Wildlife.

2()_41L- A permanent physical separation along the boundary of the 30 foot shoreline buffer area
VA should be installed and permanently maintained. Such separation can include installing
logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC
Administrator. The purpose of this separation is to provide a physical reminder to the
landowner and others that the buffer is to be left in a natural condition and not continually
disturbed.
3.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
4.) In addition to Jefferson County permit conditions, the project proponent shall comply with
all conditions set forth by the Washington Department of Fish and Wildlife through
Hydraulic Project Approval.
5.) Prior to commencing development activity, the proponent is responsible for informing the
US Army Corps of Engineers (COE) in order for COE to determine whether a Department
of the Army permit or review is required. Generally, review is required for construction
and dredging in or around navigable waters of the US and for work or fill in hydrologically
connected wetlands. Contact the US Army Corps of Engineers, Seattle District
Regulatory Branch, PO Box 3755, Seattle WA 98124, (206) 764-3495, for more ite

6.) The applicant and/or representative shall contact the Development Review Division of the 6 IG p J
Permit Center(360-379-4450) regarding a final inspection for compliance of shoreline 5 f-mQ`
permit conditions prior to scheduling a final building inspection. l� Qt
7.) Maximum lot coverage is not to exceed 25/o. Lot coverage is defined as amount of
impervious surface which includes roof tops, driveways, concrete, etc.
8.) There is a 20 foot front setback from the edge of the right-of-way of Ludlow Bay Road
(508209), which is to the south. There are 5 foot side setbacks from the eastern and
western property lines. The shoreline setback for the stairs to the beach was determined
as part of the Shoreline Conditional Permit(SDP01-18) approved September 3, 2004.
Stairs to the beach requires proximity to the shoreline& shoreline bluff. Therefore, there
is not a setback for this structure.
9.) The height of the staircase is not to exceed 35 feet.
10.) Outdoor residential storage shall be maintained in an orderly manner and shall create no
fire, safety, health or sanitary hazard.
11.) Native trees and/or shrubs shall be planted as specified by the re-vegetation plan
submitted August 22, 2006 for the area 30 feet landward (south) from the top of the
shoreline bluff. The vegetation shall be planted by April 1, 2007. The project planner will
inspect the plantings after this date. The trees and shrubs may be trimmed to preserve
views. The purpose of the vegetation is to protect the shoreline bluff, to aid in
drainage/stormwater management, to mitigate impacts from the staircase, and the soft
bank protection project approved on the beach.
The native vegetation on the shoreline bank shall not be removed as part of this
application. This vegetation can be minimally trimmed for the installation of the stairs &
placement of the tightline outfall provided that this does not impact the health of the
vegetation.

RE-VEGETATION NARRATIVE FOR DUHON PROJECT
• The attached re-vegetation plan is intended as a guide only
• T*main goal is to utilize plants that have deep woody-roots to help
stabilize the top of the bluff.
• The book "Slope Stabilization and Erosion Control using Vegetation",

as a guideline,
