The development shall be essentially the same as the original in location, size, configuration, and external appearance. 2.) If provided, railings shall be of clear or open framework design and conform to the Uniform Building Code where required. 3.) The applicant shall fully adhere to all conditions and requirements of the eagle habitat management plan. 4.) In addition to Jefferson County permit conditions, the project proponent shall comply with all conditions set forth by the Washington Department of Fish and Wildlife through Hydraulic Project Approval. 5.) Prior to commencing development activity, the proponent is responsible for informing the US Army Corps of Engineers (COE) in order for COE to determine whether a Department of the Army permit or review is required. Generally, review is required for construction and dredging in or around navigable waters of the US and for work or fill in hydrologically connected wetlands. Contact the US Army Corps of Engineers, Seattle District Regulatory Branch, PO Box 3755, Seattle WA 98124, (206) 764-3495, for more information. 6.) Work within the jurisdiction of the Shoreline Master Program other than as described above shall receive separate review from this Department. 7.) All lumber and other materials treated with preservative shall be sufficiently cured to minimize leaching into the water or shore bed, in accordance with the Best Management Practices approved by the Washington Department of Fish and Wildlife. 8.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 9.) In order to minimize visual impact, the stairway and decks shall be constructed to harmonize with the local shoreline environment to the maximum extent practicable. This includes utilizing galvanized steel, which is a non-reflective surface, and colors that blend into the bluff area. 10.) With the exception of the reconstruction of the 20 foot bulkhead with 5 man rocks, Shore Defense Structures, as defined by Section 18.25.430 of the JCC, shall not be permitted to protect the stairs/platforms for beach access, which is a non-essential structure. 11.) Prior to the issuance of final building permit approval for the proposed stairs/platform, the applicant is required to submit a revegetation plan for approval by DCD. At a minimum this plan shall re-vegetate all areas with exposed/disturbed area located on the shoreline bluff and the area 30 feet back (to the west) from the top of the bluff. These areas shall be revegetated with native trees and shrubs. The landscaping shall be installed between October 2006 & March 2007, to promote survival. The vegetation planted shall a minimum survival rate of 80 percent after five years. Once established, this vegetation can be minimally trimmed provided that this does not impact the health of the vegetation. Landscaping shall be fully implemented prior to April 1, 2007.
