JEFFERSON COUNTY PLANNING COMMISSION
Regular Meeting – December 3rd, 2025

CALL TO ORDER AND ROLL CALL: Chair Koan called the meeting to order at 05:30 p.m.

APPROVAL AND ADOPTION OF THE AGENDA: Chair Koan moved to approve the
Agenda and the Agenda was approved by acclimation.
APPROVAL OF 11/19/2025 MINUTES: 11/19/2025 minutes moved for approval
by Commissioner Llewellyn. The motion was seconded by Commissioner Schwartz.
The minutes were approved by vote with 7 ayes, 0 nays and 0 abstentions.
GENERAL UPDATES
PLANNING COMMISSION UPDATES:
1. Commissioner Schwartz provided an update that there would be a gathering
held on December 7th, at 12:00 p.m. for Christmas decorating in Brinnon as
well as on Wednesday December 10th at 11:00 p.m. at the Quilcene
Community Center.
2. Commissioner Schultz provided an update that Nordland would have
Christmas festivities at 06:0o p.m. on Saturday, December 6th as well.
DCD STAFF UPDATES:
1. Introduction of new Planning Commission members.
2. Introduction of new DCD Director Jeremy Williammee
3. Update on BOCC extension on periodic update.

1. David Balliff from the Economic Development Council shared that he was in
attendance as a part of their new focus on diving deep into local government
procedures to improve their own processes as a first stop for the public.

REGULAR BUSINESS
1. Greg Ballard reviewed items discussed at PC meeting on 11/19/25, and new
proposed language in said documents.
2. Greg Ballard provided a review of Reasonable Use Exception with examples
from other jurisdictions.
a. All additional exhibits and documents will be sent out to PC members as
reference per their request.
PUBLIC COMMENT
1. NONE
NOTICE OF ADJOURNMENT: Chair Koan adjourned the meeting at 07:22 p.m. until the
next regular meeting or special meeting as properly noticed.
The next Planning Commission meeting is scheduled for December 17th, 2025 at 05:30 p.m.
