However, this week’s Category 5 atmospheric river is beyond anything we have seen in decades. I want to take a moment to recognize and thank our public transit employees who are working long hours this week to support their communities during this catastrophic weather. Several agencies have assisted with evacuations, bus bridging, and temporary shelter operations while housing solutions are identified, and much more. I know firsthand what it means to stand up an Emergency Operations Center and work 12-hour shifts during an emergency. From our frontline operators and maintenance teams to public information officers and administrative support staff, this is when we are called upon as transit professionals to step in, and we do so without hesitation. Skagit County has been particularly hard hit and, as of the time of writing this WSTA Weekly, remains under flood evacuation orders as levees and dikes are pushed to their limits. Like many agencies, Skagit Transit has been called upon to assist with evacuations. I checked in with Skagit Transit CEO, Crystle Stidham, to see if there were resources the Association could help identify. She expressed appreciation for the support of neighboring agencies and shared that Skagit Transit employees, alongside the National Guard, went door to door to help evacuate residents as mass evacuation orders were issued. The 2026 legislative session begins January 12 and runs for 60 days, concluding on March 12. This is considered a “short” session, during which legislators focus on supplemental biennial budgets and other legislative priorities. As with many short sessions, the pace is fast, with the first policy cutoff on February 4 and the House of Origin cutoff on February 17. This means any bill must pass out of its chamber of origin by that date or it is no longer eligible to advance. One final reminder, any bills introduced in the previous session that did not pass remain alive this session. The WSTA priorities are outlined at a high level below, with additional detail available through the provided link. The Board is prioritizing the protection and maintenance of state investments in public transit that have been approved and sustained over the years, including investments made through Connecting Washington and Move Ahead Washington. Additional priorities include improving safety for transit employees and customers, incentivizing the transition to zero-emission fleets, and reducing the rising costs of providing public transit. Mr. McCormack previously served as a senior staff member for Transportation Secretary Sean Duffy during his time in Congress and has held the role of Deputy Chief of Staff at DOT for the past year. Federal Transit Administration * In preparation for the World Cup, the Federal Transit Administration (FTA) published a Major Event Playbook <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=bd306a 0636&e=7ccb4f03e2> for public transportation agencies. The Playbook outlines federal requirements related to hosting major events with sections on regulatory and legal issues, appropriate uses of federal funds, and stakeholder coordination. Permitting Congress * The House of Representatives launched a comprehensive effort this week to advance permitting reform legislation covering a suite of sectors and components of the process. * On Tuesday, lawmakers unanimously passed <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=faa9d1778a&e=7ccb4f03e2> two measures designed to enhance transparency and the use of technology in the permitting process. The Studying NEPA’s Impacts on Projects Act (H.R. 573 <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a836 1&id=eabf21bcb3&e=7ccb4f03e2> ) would direct CEQ to issue an annual report on the status of National Environmental Policy Act (NEPA) litigation, the length of environmental impact statements (EIS), and associated costs. The ePermit Act (H.R. 4503 <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=43894dea1e&e=7ccb4f03e2> ) would provide for the development of unified data standards in federal permitting. * Permitting bills led primarily by Republicans were considered in the chamber during the remainder of the week. On Wednesday, the House Energy and Commerce Subcommittee on Environment advanced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=4228b5461f&e=7ccb4f03e2> seven pieces of legislation generally along party lines intended to reform permitting under the Clean Air Act (CAA). See a memorandum <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=97f09a2dfc&e=7ccb4f03e2> compiled by Subcommittee staff for a summary of each measure. * Then, on Thursday, the House passed two measures related to electric infrastructure permitting. The State Planning for Reliability and Affordability Act (H.R. 3628 <https://watransit.us12.list-man age.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=fad3d7fe81&e=7ccb4f03e2> ) passed in a 218-207 vote would direct state energy regulatory authorities that require utilities to develop Integrated Resource Plans (IRPs) to mandate that those plans ensure the reliable availability of electricity over the next ten years. Additionally, the Electric Supply Chain Act (H.R. 3638 <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=31e9016519&e=7ccb4f03e2> ) that passed in a 267-159 vote would require the U.S. Department of Energy (DOE) to conduct periodic assessments of trends, risks, and vulnerabilities in the electric generation and transmission infrastructure supply chain. The votes on the measures came as the National Petroleum Council (NPC), a federal advisory committee to DOE from the oil and natural gas industry, issued a report <https://watransit.us12.list-manage.com/track/click?u=6c70c3a 1d76c22fe2ef2a8361&id=fd2c405626&e=7ccb4f03e2> on permitting reform recommendations to streamline the development of energy projects. * The House on Thursday also passed <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=155d1bd2d1&e=7ccb4f03e2> the Promoting Efficient Review for Modern Infrastructure Today (PERMIT) Act (H.R. 3898 <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=3d43a112d1&e=7ccb4f03e2> ) in a 221-205 vote to streamline permitting under the Clean Water Act (CWA). The legislation is composed of a series of bills introduced by Republicans on the Committee designed to “cut red tape, streamline reviews, and provide greater regulatory certainty under Clean Water Act (CWA) permitting processes,” according to a past Committee summary <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22 fe2ef2a8361&id=5d9c45b84e&e=7ccb4f03e2> . The bill would unify certification and permitting processes for natural gas pipeline projects under the jurisdiction of the Federal Energy Regulatory Commission (FERC) and establish processes and timelines for NEPA review. * Looking ahead, the House is expected to take up the Standardizing Permitting and Expediting Economic Development (SPEED) Act (H.R. 4776 <https://watransit.us12.list-manage.com/track/click?u=6c70c3 a1d76c22fe2ef2a8361&id=fbd91365a3&e=7ccb4f03e2> ) next week. That bill was recently advanced by the House Natural Resources Committee to enact wide reforms to streamline NEPA permitting and litigation. Permitting reform will also likely continue to serve as a prominent issue on Capitol Hill next year as lawmakers develop the next surface transportation reauthorization. In a new op-ed <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=5afdbeac55&e=7ccb4f03e2> in the Washington Times, House Transportation and Infrastructure Committee Chair Sam Graves indicated that permitting reform would “play a key role” in the measure. <https://maassets.higherlogic.com/image/APTA/Executive_Action_Update_650x200_Final_3009955.png> Impacts of Executive Actions on Public Transportation: Since January 20, President Trump has issued almost 100 Executive Orders, Memoranda, and Proclamations to carry out his Administration’s policy goals and agenda. Many of these directives, together with U.S. Department of Transportation (DOT) actions, directly impact the public transportation industry. These Executive Orders and other directives pause some transportation funding; terminate diversity, equity, and inclusion programs; impose new tariffs; and establish priorities for DOT competitive grants.
