HomeMy WebLinkAboutCAO Comment - Mike Schultz(This is an update to my email 12/10/25 @ 4:01 ) As a Planning Commissioner I reviewed JCC Chapter 18.22.230(3)(p) regarding the list of invasive plants that require removal or control. “Invasive plants include those listed in the Washington State University Extension invasive forest weed resources….” then in parentheses goes on to state the Planning Commision’s examples of invasive plants. However the PC’s examples should be reviewed against state/county list of invasive plants. Instead of citing the“Washington State University invasive forest weed resources” as the list of invasive plants I suggest citing the requirements of the Jefferson county noxious weed control board. Their list is mandated by Washington law RCW 17.10 and WAC Chapter 16-750-004 thru -015. JeffCo weed board uses the WAC to list the specific invasive plants needed to be removed or controlled. https://www.co.jefferson.wa.us/DocumentCenter/View/23499/DRAFT---2026-Jefferson-Weed-List Example: The PC list includes Butterfly Bush. The JeffCo weed board says it must be controlled within Jefferson county …”EXCEPT in incorporated Port Townsend.” Since the PC is not the decider of invasive noxious weeds it would be appropriate to remove our suggestions (that are within the parentheses) and include the link to the Jefferson County Noxious Weed Control Board. Some of the noxious weeds suggested by the PC are not on the required weeds to be removed list. Check out the Jefferson County Weed Board listing. I googled “noxious weed Jefferson County wa”) Also check out the “Noxious Weed Control Board… “ NWCB.Wa.Gov for their listing. However the County weed board has moved some between “Class A, B, and C”. Also the state noxious weed law: RCW 17.10; WAC Chapter 16-750-004 thru -015 has the weed list where Jefferson county is in Region 1. Since the PC is not the decider of noxious weeds I suggest removing our suggestions (within the parentheses) and include link(s) to the list of weeds.
