Everyone deserves a home and a sense of belonging. And with our partnerships, we will continue to lift up community to advance equity, justice, and joy,” said Kirsten York, MSC CEO. Our proposal includes building approximately 230 homes across two buildings in a four-block area adjacent to the station. Over 90% of homes proposed are 2-, 3-, and 4-bedroom units, responding directly to the need for family-sized affordable homes in Federal Way. The housing units will be available for households meeting income eligibility of 60% AMI or below. “We are thrilled about this new project and the opportunity to partner with community-focused organizations like Sound Transit, the Federal Way Chamber of Commerce, the City of Federal Way, and others as we envision a vibrant Federal Way downtown. Whether we’re talking about stable access to healthcare, the future of childcare in our communities, or the construction of desperately needed affordable homes, one theme continues to surface: Washington cannot meet these needs without a reliable revenue system – one that is fair, modern, and able to withstand the kinds of federal chaos we have experienced over the past year. “During this legislative interim, I visited projects across Skagit, Whatcom, and the Islands that highlight how state investment – paired with local leadership, can deliver real, lasting benefits for our communities. Each of these projects is possible only because Washington has continued to protect essential services and invest in people. And each of them is a reminder that we must continue pushing for a revenue system capable of supporting healthcare, housing, childcare, clean air and water, and the services families rely on. I began the interim with Community Action of Skagit County <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=b4100f7f18&e=b80de0d97c> , meeting with Executive Director Bill Henkel, Housing Project Development Director Michele Metcalf, and Community Engagement Director Elizabeth Jennings to discuss the Kulshan View Housing Project. This important effort received $442,000 in the 2025–27 capital budget. In 2022, Community Action acquired a 1.5-acre lot adjacent to La Venture Middle School and near Skagit Valley College. Their plan is a strategic, two-phase development that will create 48 affordable homes – 24 in the first phase and 24 in the second. The partnership with the Mount Vernon School District means these homes will serve families with the greatest need, pairing housing with supportive services designed to help families stabilize, grow, and thrive. “I also visited Laurel Forest, a brand-new affordable housing community for residents 55 and older. This innovative, multigenerational site includes an adjacent childcare center reflecting the reality that the needs of families and older adults are interconnected. Rita Pinchot, Kay Alton, and Juan Reyes joined the podcast to discuss how a multi-agency partnership transformed a former Comprehensive Healthcare building into a shared space designed to make accessing help easier for families in Western Klickitat County. The hub officially launched on Wednesday, Oct. 29, with a family-friendly open house featuring DJ Charlie Kittens, youth activities, and free food. Located at 432 NE Tohomish St., the central White Salmon site brings mental-health therapy, trauma-informed care, youth support, and wrap-around wellness services together under one roof. Rural Resources Community Action <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=cc8d234483&e=b80de0d97c> will take over the Kinship Navigator Program and Kinship Caregiver Support Program, as well as opening the Community Living Connections helpline. Executive Director at Aging and Long Term Care Lynn Kimball said the Council on Aging terminated their contracts with ALTCEW for convenience as of Thursday, Dec. 6. The ALTCEW are actively working to identify and transition Senior Nutrition Services, home delivered meals and congregate meal sites to a new provider. Kimball said the agency is currently working with several local partners to determine who will take over the services. “We want to make sure people are getting the food the seniors need,” Kimball said, adding that they do not have any signed agreements but will update when they get a signed contract with an organization to take over the service. Kimball said they were one of several funders and cannot talk to what may happen to other funders. “It’s all the services that we contracted with them,” Kimball said, noting they only had one of the organizations transportation contracts so cannot speak to the contract COA had with Department of Transportation. Kimball said she does not know what is happening with other state and federal funders, or if it was just cancellation with the ALTCEW contracts. Homeownership is the biggest driver of generational wealth Beginning in 1971, the war on drugs devastated communities of color, locking millions out of homeownership and setting entire communities behind their peers. The numbers are stark, according to the Black Home Initiative, only 26% of Black households in Seattle own their home, this is compared to 51% of white households. The lack of homeownership in Black and brown communities prevents equitable access to economic opportunities and generational wealth, making all our communities poorer. This is according to the Child Care Aware of Washington <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=dbe723c5f8&e=b80de0d97c> website. “It is very typical for the people closest to young parents to pitch in and help them bridge childcare, especially when their children are little,” said Johanna Roe, Klickitat County Childcare Committee (KCCC) project coordinator and grant writer. “In fact, the most common care providers for infants and toddlers, and for school-age children before and after school care, are immediate family members like grandparents, aunts and uncles, siblings, friends, and neighbors.” Roe and KCCC help people navigate systems to help create more childcare options in Klickitat County. So far, the group has supported six people in completing the licensing process to open their own childcare businesses, adding 48 new slots in Klickitat County. Another modified option is the Family, Friends, and Neighbor Care program (FFN), which helps parents and providers qualify for subsidies under the Working Connections Child Care program. “FFN providers are unlicensed and not regulated by the State,” Roe said, “but the advantage is parents can rely on people they trust to provide safe, stable care for their children. These waivers are harmful to millions of households struggling against hunger, detrimental to state agencies, burdensome for retailers, and damaging to local economies. SNAP is designed to help people put food on the table with dignity. Yet, the budget reconciliation law (H.R. 1) eliminates all funding for SNAP-Ed, which provides essential nutrition education to families with low incomes. SNAP restrictions will create more harm, confusion, and chaos for program participants who are still reeling from the government shutdown that unnecessarily delayed the delivery of benefits. States are also still recovering from the chaos created by the delayed SNAP benefits. USDA’s waivers divert staff time and resources away from critical tasks like reducing error rates and ensuring access. States are already implementing the harmful and administratively burdensome provisions of H.R. 1 and cannot afford the red tape, costly system upgrades, and staff training that these waivers require.
