He also notes 26’ is as wide as can be required. His idea was to add No Parking, Loading or unloading or No Parking Fire Lane signage around the Loop Rd. I have added this item and a couple other small verbiage changes within the review letter which is attached. I will advise if and when this project moves forward and or we receive new plans. All great questions. My comments below. Thoughts? 1. The turning radius where Road A meets the loop is 35’. However, our ladder truck requires a 39’ turning radius at the ground, not accounting for the aerial platform. The turning radius at Road A needs to be improved to allow for ladder truck access. From my review noted within ROADS. The addition refences the Ladder and its turn angle.. “Angles of approach and departure - Roadway width and all radius will bereviewed in consultation with East Jefferson Fire Rescue in an effort to ensuresufficient fire apparatus access. (Example - EJFR Ladder 1 requires R39”)”. Greaterroad width and turning radius may be needed based on future development. 2. With the 26’ roadways and space for parking passenger vehicles, there is a risk of road constriction if a delivery truck were to stop in the roadway for unloading. This may prevent fire apparatus to pass. Would it be possible to provide wider roadway sections designated for unloading larger trucks that still allow for fire apparatus to pass? I would say possibly? Defiantly a conversation point with the project as it moves forward. Unfortunately I don’t know of any code or standard to support a wider road width being this has a dedicated roads with a width of 26’ (13’ lanes). This is bigger than the majority of roads within the county and the city. Also 26’ is the max road width noted within the IFC for aerial apparatus. There is always so much unknown in preliminary plans. Trying to guess or assume in an effort to meet all the needs. I see the same issue which would be a bigger issue if small parking lots are established on each individual lot in addition to buildings. All of which would require additional review to include comments like these during the building permit process. My two cents. Side note. There is a retired Fire Chief from CA here at DCD that was responsible for an air port and light industrial such as what is being proposed. Let me bounce this off him for his thoughts. We would like to know if fire protection is adequately addressed for this proposal. Proposed fire hydrant locations are shown on the utility plan (see page 8 of the attached plan -2nd attachment). Subject: Fire Protection Review of the proposed Port of Port Townsend “JCIA Rural Light Industrial Park” in consultation with East Jefferson Fire Rescue. ROADS: Per the submitted “JCIA Rural Light Industrial Park” plans prepared by AHBL, Page 6 of 8, C3.0 - Road Sections, notes 26’ road ways. Page 3 of 8, C1.0 – Preliminary Binding Site Plan Map notes, turning radius for roads A, B, Loop Road and all Driveways at “R35’”, with road and driveway entrances widths at 26’. • Roads used for emergency or fire access shall be constructed with an asphalt, or concrete, all-weather driving surface capable of supporting the imposed load of fire apparatus weighing up to 75,000 pounds (34 050 kg). This standard shall also apply to all vaults, lids or other assemblies located within the driving surface. • Signage noting “no parking”, “no loading / unloading”, or “fire lane”, etc. will be required along the Loop Road. • Angles of approach and departure - Roadway width and all radius will be reviewed in consultation with East Jefferson Fire Rescue in an effort to ensure sufficient fire apparatus access. (Example - EJFR Ladder 1 requires R39”). Greater road width and turning radius may be needed based on future design and development. FIRE FLOW: In general fire flow requirements are to safeguard life and property from fires and explosion hazards. Fire Flow is based on factors like building size, construction type, and the presence of a sprinkler system. With regard to this preliminary design, fire flow cannot be established at this time. Moving forward fire flow will be assessed per building and will based on: • Building area and height above grade plane. • Construction type and fire-resistance ratings. • Occupancy classification and hazard level. • Presence, design, and extent of sprinkler protection. • Access for fire department apparatus and hose deployment. All parts of a building must be within 150 feet of an access road. This minimum standard may be increased based on the need for additional Fire Flow. FIRE HYDRANT SPACING: The Jefferson County Coordinated Water System Plan (CWSP – adopted 1997) requires a maximum spacing within Industrial areas between hydrants at 1000 – 1500’ respectively. Additional Fire hydrants may be required based on the need for additional fire flow. WATER PREVEYOR: Per the submitted “JCIA Rural Light Industrial Park” plans prepared by AHBL, • Page 8 of 8, C5.0 - Utility Plan, notes an “Existing 30” water main” to be used with two “Monitoring wells”. • The water purveyor will be required to provide documentation certifying their system has the capacity and capability to provide the required Fire Flow.
