clerk, clerk : The BOCC discussed various Boards and Committees duties. Will be reviewed in more detailed later this afternoon.

clerk, clerk : Happy New Year and thanked BOCC for outreach meetings.
9:12:29 AM Jim Tracy clerk, clerk : Happy New Year. He complimented and thanked
the Board for townhall meetings and establishment of DCD Advisory Committee. He asked for a response to his letter submitted last week. He commented on hate mail listed in correspondence.

clerk, clerk : Happy New Year. Commented on PDN article on more state taxes. This is due to lack of Economic Development planning.
Commented on need for county jobs and county revenue. Need committee to address list of action items in comp plan. We need to move forward.

clerk : Commented on City suing the County for Port of Port Townsend's airport rezone application. Development cannot only occur in Port Townsend. He hopes the BOCC will stand their

clerk, clerk : Commented on mistakes. Nov. 30th minutes there is a mistake. Online packet is practically unusable. He used to run a company that
did this. The County is not utilizing help. This is inefficient. His name is misspelled.

and the City's decision to sue the County for making that decision. He said county folks feel the City is going to war with the rural County. He thanked BOCC for on the road meetings.
He asked for more time for public comment. 9:28:59 AM Joe D'Amico
clerk, clerk : Happy New Year. He encourages dialogue back and forth. He asked if David Alvarez could sit in
during meetings. Clallam County does this. He commented on CA changes with video taping done by PTTV. He commented that County could work with Tom on doing that better. He appreciates
townhall meetings. We need courthouse security here. He suggested teleconferencing meeting to cutback on traveling. Refocus here.

of Minutes clerk, clerk : DS noted correction to November 2, 2009. Change to in the past "that resulted
from" the loss re: WRIA 17. Name of Tom Thiersch will be corrected on page 3, November 30, 2009. PJ moved to approve the minutes of November 2, 9, 16, 20, 23 & 30, 2009. JA seconded

clerk, clerk : JA asked if date is supposed to be March 2010 rather than March 2009? PM will research
and get back to the Board. 9:37:31 AM BOCC Briefing Session
clerk, clerk : Appreciates comments about travel. Some of the best work they do is meeting face to face with representatives
from other agencies. Driving to Olympia is sometimes necessary. They try to make the most of their visits to Olympia. DS commented on assignments and that many Board have funding
priorities, and affect our county that need our presence and it is important that we be involved. Some are state funded. Leadership on state level is important. PJ commented on heritage
committee which he ties into legislative steering committee. Transit Special meeting was held last week. Commented on work being done. Boards and Committees take time. Some take
more time than others. JA commented on bus schedule from Poulsbo. Board discussed meeting schedule. PM noted this is the 1st meeting in January for 2010, He reviewed changes to
agenda which should be more effecient. 9:50:06 AM Proclamation
clerk, clerk : After DS read proclamation, PJ moved to approve a proclamation designating January 2010 as School Board
recognition month for Port Townsend, Chimacum, Quilcene, Brinnon, Sequim and Queets/Clearwater. JA seconded the motion which carried by a unanimous vote.

Asked why county is paying for damage? He read a quotation from CA Morley. He commented on other expenses. Cost of living is '0". How come staff is getting 3% increase?

clerk, clerk : Asked about $4,500 for truck accident damage at Visitor's center. It is his experience that HD won't allow a building to be occupied without an operating
septic system. How is it that the visitor's center is allowed to operate with a septic system? Why are rules applied differently? He asked about zoning for visitor's center. How
can they operate without complying with zoning regulations. 10:18:23 AM Joe D'Amico,

instead of a full-time Deputy which may incur overtime. re: Security services at hospital.
