Staff is sending out e-mails about high tides. What it the County's policy on the environment or economic development? Is County only worried about climate change which is based on lies. BOCC has had 5 years to work on econ. dev. He would like to see the BOCC work on that. 9:14:03 AM Michael Hinds clerk, clerk : Commented on noise disturbance caused by the Jefferson County Sportmens' Association shooting facility. We need to consider a location or setting for this facilty which is outside our neighborhoods. It is a public health concern and he asked that government entities work on a solution. 9:16:39 AM Tom Thiersch clerk, clerk : Continued discussion on proposed give away of County property for a private equestrian park. He read from the proposed agreement which states they can close the park to the public for private events. Why is the County proposing to open another park when it is closing many other parks. The Equestrian Association will make $7,000. Fred Hill has applied for bankruptcy chapter 11 reorganization. It is better to keep people working to insure that creditors are ultimately paid rather than Chapter 7 where everything is liquidated and noone gets paid or gets paid a reduced amount for the debt owed. The States keep Counties and Cities going. 9:27:33 AM Dan Youra clerk, clerk : He is here to predict a sunami of econ. deve. that will sweep through the northwest. He commented on money being spent on advertising. This is a story the world wants to know. The area will benefit immensely from the media coverage. 9:30:56 AM Larry Carter clerk, clerk : Commented that they are just concerned citizens trying to understand and get involved with local government. They do records requests to get information so they can learn more. They will be responding to Michelle McConnell's e-mails. 9:34:03 AM Barbara Blowers clerk, clerk : She is a lifelong Democrat and a lifelong fiscal conservative. She hates government waste. Here is Jefferson County there is an enormous amount of waste. She will be contacting 7 or 8 other Counties to inquire about what it would cost for a permit. Here it is $1,300 for permit. 3-4 months to get the permit. That same permit in Clallam County is $500. We are a small county and should not have these high costs. We are the only county which uses planners to review building permits. We have more planners than Thurston County. PJ seconded the motion which carried by a unanimous vote. JA moved to approve letter. PJ wants to wait until this afternoon. The motion died for lack of a second. 9:42:38 AM BOCC Briefing clerk, clerk : JA commented on event this weekend in Port Townsend. He rode along with a Sheriff's Deputy. DS stated they attended Rotary and commented on their generosity with the Adopt a Park program. JA commented on the hardwork of the caretaker. PJ met Saturday with Francis Rawski re: Census Posters. She is very dedicated to the Community. This week he will be in Olympia Wed & Thur. He will be back for outreach meeting at the Port Townsend Community Center. JA thanked PJ for his work on the Census. Funding is dependent on an accurate count of our populaton. PJ thanked Al Scalf for his work on the Census. Al Scalf gave a brief update. DS commented on WRIA 17 meeting scheduled for tomorrow. Friday he will be attending PRTPO meeting. JA commented on DNR meeting he will be attending on Tuesday night re: Five year land management plan including water resource, ag. etc. PJ commented on Census efforts again. JA commented on Camp Parsons. PM noted community workshop will be held this Thurs., Feb. 11 at 7;00 p.m. at the Port Townsend Community Center. He thanked Dan Youra for his efforts. Will check on shooting permit issues. No policy of speaking to point. Regional draw for land usage. 10:01:53 AM Case Recessed 10:10:21 AM Case Resumed 10:10:36 AM Regular Agenda 10:10:38 AM Discussion and Possible Approval re: Unified Development Code (UDC) Text Amendment to Allow Underground Storage Tanks Containing Hazardous Substances within Critical Aquifer Recharge Areas clerk, clerk : Associate Planner David W. Johnson explained that QFC has applied for a text amendment to the UDC to allow them to install petroleum storage tank. He reviewed it with Comp. Plan and found it is consistent with the plan. He read from Comp. Plan. The Board if approved needs to direct staff to add to project work plan. Applicant has paid fee. Further costs will be billed to applicant. DS stated he doesn't recall this specific topic being brought up when the CAO was established. Applicant states there is new best available science and new technology is available. Staff recommends this be reviewed by Planning Commision for a recommendation. Philip Morley looked at map and asked if all special aquifer are critical aquifer recharge areas. Are there other existing gas stations located in CARA's. David Johnson stated yes. That gas station is grandfathered. Would apply county-wide if approved. PJ moved to move forward.
