Pledge of Allegiance. 9:07:20 AM Public Comment 9:08:05 AM Jim Boyer clerk, clerk : Discussed MOU with BOCC/CITY/PORT. He commented on his understanding of City's idea of trust. The City's interests are not in line with the best interest of the County. The City's past actions speak louder than words. 9:11:17 AM Ken Kelly clerk, clerk : He commented on mis-trust and political lies of the City. He invested 300,000 in infrastructure for stop light. Now the project has come down to lets kill off Kelly. Now he will have no access from Sims Way. Only access from McPherson. This is the City's attitude toward his business. 9:14:36 AM Gene Farr clerk, clerk : The agreement with the City is a dumb idea. The City's history is anti-development/anti-growth. It will stifle business and growth in this area. The County needs to come up with a plan. There is no military or paramilitary training at the range. Besides, area residents, only local police and sheriff law enforcement officials. Noise is kept within time constrainsts. He is not disturbed by the sounds coming from the range. There is no health issue. Mr. Hinds comments are a matter of perspective. 9:20:42 AM Craig Durgan clerk, clerk : He commented on article about Atlas Technologies. The economy is dependent on the BOCC. It needs to address this issue. The City sits at the center and wants to stop any growth. He also disagrees with County entering into an agreement with the City. 9:23:35 AM George Yount clerk, clerk : Mr. Belenski made a threat to file a PRR during last week's public comment period. He reviewed PRR logs and commented on the number of PRR made by specific individuals. 9:26:37 AM Jim Fritz clerk, clerk : Families in J.C. are struggling in this economy. If we are going to survive, we need a diversified economy. Too much emphasis is put on the tourist trade. Businesses along Water Street are not going to make. Port Townsend is going under. The thing that bothers her is the City and County belief that grants are free money. It is not free money, it is tax money. We shouldn't have to rely on grants. We need to rely on ourselves. 9:32:17 AM Tom Thiersch clerk, clerk : He commented on CA item about transfer to City. He commented on the BOCC community input meeting held last Thursday. He asked about Resource Conservation officer position to save the County money. His advice is being ignored. He commented on the number of PRR's is largely due to the correspondence being taken out of BOCC packets. 9:35:35 AM Owen Fairbank clerk, clerk : He expressed his appreciation for having working forests in J.C. He appreciates cooperative efforts in working with DNR to perpetuate values. 9:36:32 AM Joe D'Amico clerk, clerk : He spoke about Mr. Younts comments on PRR's. He noted that he has three lawsuits which entails obtaining information. He commented on Dan Youra's comments made about the world watching. It is true, he has radio interview tonight on SERIUS radio. He spoke with manager at Hollywood Video. PJ seconded the motion which carried by a unanimous vote. 9:41:55 AM CA Briefing 9:41:58 AM MINUTES clerk, clerk : JA moved to approve the 12/14/10 minutes. PJ seconded the motion which carried by a unanimous vote. 9:43:03 AM Discussion re: Request for Meeting from Quinault Business Committee clerk, clerk : JA discussed request. It makes sense to have a meeting in the west end. PM would like DCD staff to disucuss this with the BOCC at a later date. 9:47:39 AM BOCC Briefing clerk, clerk : Commented on Atlas business project. DS noted they are contricted from expansion without a sewer. DS said no CA briefing today. Transit meeting. PM noted the BOCC/CITY/PORT are working together on economic development which a top priority. Mr. Ebner commented on shooting range. Hours of operation have been requested to be increased. He is looking into the nature of any change in use. PM talked about broadband. Informal broadband coalition came together last year in anticipation of broadband funding as part of economic stimulus funding to bring information technologies infrastructure to J.C. The idea is to build a fiber from Port Hadlock, Brinnon, Quilcene, and wireless technology. This grant is geared to bring broadband to anchor institutions which is government, emergency mgt., health institutions. He reviewed match funding 10% cash/20% in kind. May look at PIF. Could potentially save $250,000 between all jurisdictions. 10:12:54 AM BOCC Briefing continued: clerk, clerk : PM continued discussing broadband. 10:15:25 AM Update re: Washington State Department of Corrections Community Service Based Program clerk, clerk : Phil Kichel of DOC invited BOC to visit the Olympic Corrections Center. He reviewed the activities of this minimum security facitliy. Crews are available if needed including sand and gravel, noxious weed removal, etc. He provided a list of costs. He also left a copy of a master agreement for the County to review and consider. Internal discussions are being held currently with DOC re: Biomass cogeneration plant at Clallam Bay corrections center. 10:35:51 AM MOU re: Clarification of JCIA/EPF Uses, Marine Trades Use Limitation, Lease Rates, and Joint Economic Development Planning; Port of Port Townsend, City of Port Townsend and Jefferson County clerk, clerk : PM gave background and presented MOU for consideraton by the BOCC today. This agreement is to limit marine trades use. The Port will only considered Marine Trades if space is not available at other Port property. Lease amounts will be market rates and will not undercut the market. The second piece is to develop a joint economic development planning agreement. The idea is to get alignment on where we are going into the future to better coordinate efforts. 10:42:45 AM Kris Nelson, City Councilmember clerk, clerk : The City thinks this a great first step and is only the first step not "the step". The City is really looking to have a coordinated economic development plan. The City does want economic development. It is a key piece. The City believes econ. devel in county can compliment city not spite it. 10:45:51 AM John, Port of Port Townsend clerk, clerk : Said it is important for all agencies to work together on this coordination. 10:58:53 AM Katherine Baril, WSU Extension clerk, clerk : Commented on consistent platform that is necessary. This is another example of local cooperation. It will be coming to the BOCC for action next week. Ken Horvath is the lead. PJ commented on sand and gravel severance fee. PM will be out of office until March 1, Jean Baldwin will serve as interim CA in his absence. The Community Input workshop was good last week. Sign list of volunteers to help find support the reopening of the P.T. rec. center. A week ago the County received a generous $5,000 donation from Rotary for the maintenance of H.J. Carroll Park. He presented letter for BOCC approval thanking Rotary for their gift. PJ moved to approve letter. JA seconded the motion which carried by a unanimous vote.
