Port Townsend' Washington' 98368 www.jeffersoncountypublichealth. 0 r9 November 23, 2010 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County Administrator FROM: Jean Baldwin, Director DATE: I.,' f ) /-i (; SUBJECT: Agenda Item - Agency Agreement - Department of Ecology for Hood Canal Watershed Clean Water Project, #Gll00189; upon signature - December 31,2014; $664,938 STATEMENT OF ISSUE: Jefferson County Public Health, Water Quality Division, is requesting Board approval of the Agency Agreement - Department of Ecology for Hood Canal Watershed Clean Water Project, #Gll00189; upon signature - December 31, 2014; $664,938 ANALYSIS/STRATEGIC GOALS/PROS and CONS: The Hood Canal Watershed Clean Water Project expands on Public Health's current Hood Canal shoreline project to identify pollution entering Hood Canal from non-point sources and take corrective actions. Just like the shoreline project, this project monitors water quality and analyzes bacterial contamination that threatens public health. Sanitary surveys will be conducted on residential properties within 250 feet of fish- habitat streams. This project increases the geographic scope of the shoreline project to include freshwater streams throughout the watershed and addresses 13 areas identified on the EPA Clean Water Act 303d list as having impaired water quality. Water quality concerns will be corrected by identifying failing septic systems and assisting owners with repairs through an existing septic loan program. Agricultural best practices will be implemented to correct sources of contamination from animal manure. Degraded stream channels that are impacted by invasive weeds and a lack of tree and shrub cover will be restored through weed control measures and native tree and shrub replanting in a program similar to Public Health's successful Chimacum Creek Clean Water Project. FISCAL IMPACT/COST BENEFIT ANALYSIS: The Department of Ecology will fund 75% of this contract. A 25% match is required in the amount of $166,235. $38,735 will be provided by Interlocal Agreements to meet match requirements. The remainder, $127,501 will be met through Clean Water District funds.
