Washington State Parks, Brinnon Sewcr Main Franchise
Adopt Franchise Rcsolution
Statement of Issue:
The Board conducted a public hearing on Novembcr 15,2010 on a Resolution granting a Franchise to
Washington State Parks for a sewer force main on County Road rights-of-way in Brinnon. Public Works is
submitting the Franchise Resolution to the Board for approval.
Analysis/Stratcgic Goals/Pro's & Con's:
The comments made at thc hearing were related to whether or not sewer serviec should be provided to
residences, puhlic facilities, and businesscs in Brinnon. State Parks' proposal is only to serve Doscwallips
State Park, not to provide servicc to residences. public facilities, and businesses. The comments were not
pertinent to whether the Franchise should bc granted or if the proposed Franchisc should be revised. Public
Works does not recommend revisions to the proposcd Franchise.
Fiscal Impact/Cost Benefit Analysis:
State Parks will reimburse Public Works for administrative expenses related to developing thc franchisc. State
Parks will pay fees to Public Works for permit review and inspecting work authorized by the Franchise in
County rights-of way.
Rccommendation:
Public Works recommends that the Board adopt the Franchise Resolution.
If the Board concurs, pleasc sign the three attached copies of the Franchisc Resolution and return them to
Public Works. Public Works will submit them to State Parks for formal acceptance. After State Parks has
accepted the Franchise, Public Works will rcturn a copy to the Board and file a copy with the County Auditor.
