Please see attached with the current plan overlaid upon LiDAR of the area. The plan shows a second access road that leaves the project parent parcel to the north. Although not called out on the current plan, that north road can be accessed through other Port owned parcels all the way out to either State Route 20 to the west, or to State Route 19, airport Cut- off Road to the east. This review is for a “Proposed” use in an effort to me code minimums as they relate to the international Fire Code, specifically Emergency Access and Fire flow. There are many variables that cannot be answered until each lot is being developed. My understanding of the fire code as it relates to a secondary means of emergency egress, when required relates to building height, and or number of units (over 100), with the intent of providing access to all sides for larger fire apparatus. At this point in the process there is no information on buildings use, building size, or building height, all of which could trigger review for a secondary emergency access. With that said a secondary means is always encouraged, but there is nothing currently noted that triggers this requirement. When more information is provided for review of individual lot development, specifically building information, any building being proposed over thirty feet would require review to address the potential need for secondary emergency access. You have already reviewed the traffic study (Exhibit 12) for this proposal that has 26 foot wide paved roads. DCD doesn’t think that a 2nd emergency access is required and neither did the fire marshal (2nd attachment). Let us know what you think in an e-mail so we can provide it the H.E. by January 2, 2026.
