Jefferson County FROM: Jeff Schramm / Christopher Topacio TENW SUBJECT: Port of Port Townsend Light Industrial – Jefferson County, WA Traffic Impact Analysis TENW Project No. 2024-223 This memorandum documents the limited scope traffic impact analysis for the proposed Port of Port Townsend Light Industrial project. This traffic impact analysis was completed in response to Jefferson County pre-application conference comments dated October 4, 2024. The proposed site is located north of Four Corners Road in between SR 19 and SR 20. This memo includes a project description, existing roadway conditions, trip generation estimates, trip distribution, and site access operational analysis. Project Description The proposed Port of Port Townsend Light Industrial project consists of the development of up to 110,000 square feet of new building area for light industrial use. The existing site is currently vacant. A project site vicinity map is shown in Figure 1. Truck and vehicular access to the site is proposed via a new driveway located on Four Corners Road. A preliminary site plan is included in Appendix A and a snip is provided below. For the purposes of this analysis, year 2028 was the horizon year assumed to evaluate cumulative traffic impacts. Roadway characteristics are described in terms of orientation, arterial classification, posted speed limits, parking, sidewalks, and bicycle facilities. The relationship of these roadways to the project site is shown in Figure 1. Existing Traffic Volumes Existing weekday AM and PM peak hour traffic volumes at the SR 19 / Four Corners Road and SR 20 / Four Corners Road study intersections were based on counts collected by All Traffic Data in October 2024. The weekday AM and PM peak hour traffic volumes represent the highest hour of traffic between 7:00 – 9:00 a.m. and 4:00 - 6:00 p.m. Figure 2 illustrates the existing 2024 weekday AM and PM peak hour traffic volumes at the study intersections. The existing traffic count sheets are included in Appendix B. Crash History The crash history in the project vicinity was analyzed for the five-year period from 2019 to 2023 (the most recent 5-year period provided by WSDOT). Summaries of the total and yearly average during this period are provided in Table 2. Summaries of crashes by type over the five-year period are provided in Table 3. Less than 5 crashes were reported at the two intersections adjacent to the site over five year period. Intersection LOS was calculating using the methodology and procedures outlines in the Highway Capacity Manual (HCM 7th Edition) using the Synchro 12 software program. The 2024 existing weekday AM and PM peak hour LOS analysis results for the study intersections are summarized in Table 4. The LOS methodology and calculations are included in Appendix C. LOS reported at the stop-controlled study intersections is based on the control delay of the movement with the highest delay, which tends to be from the stop-controlled minor approaches. As shown in Table 2, the study intersections currently operates at acceptable levels (LOS C or better) during the weekday AM and PM peak hours. Project Trip Generation The trip generation estimates for the proposed Port of Port Townsend Light Industrial project were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition for Land Use Code (LUC) 110 (General Light Industrial). Truck trips were also estimated based on truck trip rates documented in the ITE Trip Generation Manual, 11th Edition for LUC 110. The resulting new weekday daily, AM peak hour, and PM peak hour trip generation estimates for the proposed project are summarized in Table 5. The trip generation estimates in Table 5 are separated into passenger vehicles, trucks, and total vehicular trips. The detailed trip generation estimates are included in Appendix D. The estimated peak hour distribution of passenger vehicles (non-truck) and truck project trips are illustrated in Figure 3. The anticipated distribution of non-truck and truck project trips for the Port of Port Townsend Light Industrial project is also summarized in Table 6. The growth factor was determined by reviewing annual traffic growth using the WSDOT count stations along SR 20 and SR 19 and the projected population growth in the Port Townsend area as reported in the Jefferson County Comprehensive Plan (2018). The growth rate is used to account for new development in the study area and growth in existing traffic. The resulting future year 2028 No Action weekday AM and PM peak hour traffic volumes at the study intersections are shown in Figure 4. The future 2028 With Project traffic volumes at the study intersections and site access were determined by adding the project-generated trips (shown in Figure 3) to the 2028 No Action traffic volumes. The 2028 With Project volumes are shown in Figure 5. As shown in Tables 7 and 8, the 2 off-site study intersections are anticipated to operate at an acceptable levels (LOS C or better) during the weekday AM and PM peak hours with and without the proposed Port of Port Townsend Light Industrial project. Site Access Analysis Vehicular access to/from the site development is proposed via a new full access driveway located on Four Corners Road as shown in the site plan. The site access driveway would accommodate both passenger vehicles and trucks. The LOS and queue calculations were conducted using Synchro 12 traffic analysis software based on methodology outlined in the latest edition of the Highway Capacity Manual (7th Edition). The reported queues are estimated 95th percentile queues that are exceeded only 5 percent of the time. Table 9 summarizes the results of the 2028 With Project LOS and queue analysis at the Site Access. The LOS and queue calculation worksheets are included in Appendix C. As shown in Table 9, the individual movements entering and exiting the site at the proposed stop-controlled site access location on Four Corners Road are expected to operate at LOS B or better during the weekday AM and PM peak hour in 2028. Additionally, the estimated 95th-percentile queues at each of the site access location are anticipated to be less than 25 feet (1 vehicle) with buildout of the proposed project during the weekday AM and peak hour. Sight Distance A sight distance assessment was conducted in the field at the proposed site access location on Four Corners Road based on Jefferson County Code requirements. Jefferson County’s standards require sight distance to be evaluated based on the current AASHTO Policy on Geometric Design of Highways and Streets (7th edition, 2018). The posted speed limit was used for this sight distance assessment. In the vicinity of the site access, Four Corners Road has a speed limit of 40 mph in both directions. Entering Sight Distance The entering sight distance is measured from a point 14.0 feet back from the edge of the traveled way and 3.5 feet above the road surface, looking at an object 4.25 feet above the road surface. Based on the current AASHTO Policy on Geometric Design of Highways and Streets (7th edition, 2018), the minimum entering sight distance (ESD) standard is 445 feet for the 40 mph posted speed limit. TENW conducted field measurements in October 2024 and confirmed that over 445 feet of ESD is available looking in both directions, meeting County standards. The minimum required stopping sight distance is based on the posted speed limit of the road which is 305 feet based on the 40 mph posted speed. Based on our field observations, the available stopping sight distance on Four Corners Road was verified to be greater than 305 feet approaching the site access in both directions, meeting County standards. Mitigation Given that the Levels of Service at the study intersections and site access operate at acceptable levels, no mitigation measures are recommended. It is a measure of vehicle operating speed, travel time, travel delays, and dri ving comfort. A letter scale from A to F generally describes intersection LOS. Signalized Intersection LOS represents the average control delay (sec/veh) and can be reported for the overall intersection, for each approach, and for each lane group (additional v/c ratio criteria apply to lane group LOS only). The table below outlines the HCM (7th Edition) LOS criteria for signalized intersections.
