Box 1180 Port Townsend, Washington 98368 p: (360) 385-0656 | e: info@portofpt.com| f: (360) 385-3988 | w: portofpt.com December 29, 2025 Greg Ballard Development Code Administrator 621 Sheridan Street Port Townsend, WA 98368 RE: SUB2025-00007 Binding Site Plan Application Port of Port Townsend JCIA Rural Light Industrial Park Dear Greg, During the hearing on December 19, 2025, for the above referenced application, a question was raised regarding the provision of water service to the 24-acre industrial park site. The 2014 Airport Master Plan by Reid Middleton states: “Initial plans indicate that water service to the Industrial Park will be provided by utilizing the existing water service from the north side of the Airport” (Alternatives Analysis and Conceptual Development Plan, p. D.22) Plans for the industrial park project were conceptual at the time of the writing of the 2014 master plan. The current proposal submitted for consideration for the Binding Site Plan process has been designed to the permitting stage after determining the best available source of water for both potable water and fire suppression for the proposed site. The design process has determined that the best source for water supply is from Four Corners Road, south of the runway. The Airport Master Plan is currently being updated by KSA Engineers of Norman, OK, and will be revised to reflect the current design of the Industrial Park, as amended by any conditions imposed by the Binding Site Plan process.
