Companion Resolutions for 2011 Budget:
1) Diversion of Road Levy to Traffic Law Enforcement
for the 2011 General Fund Budget; and
2) Authorizing a Shift of$219,550 from the Road Levy
to the General Fund for the 2011 Budget
STATEMENT OF ISSUE:
Board approval of two companion Resolutions for the 20] I Jefferson County
Budget is requested: ]) Diversion of Road Levy to Traffic Law Enforcement
for the 2011 General Fund Budget ($720,000); and 2) Authorizing a Shift of
$219,550 from the Road Levy to the General Fund for the 2011 Budget
ANAL YSIS:
These actions support the General Fund budget as described below, and are
authorized by state statute.
The $720,000 diversion of Road Fund property tax to the General Fund in
2011 is the same dollar figure as 2010, and is equal to or less than the amount
of money budgeted to be expended for traffic law enforcement by the Sheriff
in 2011, and dedicated to that purpose.
The $219,550 levy shift from the Road Fund to the General Fund in 2011 is
the second and last year of a temporary levy shift. It is equal to the 2010
shift, adjusted for 1 % and new construction.
RECOMMENDA nON:

RESOLUTION NO.

WHEREAS, RCW 36.33.220 authorizes the Board of County Commissioner to divert any
portion of the County Road property taxes to provide services in the unincorporated area of the
County; and,
WHEREAS, the Board of Jeflerson County Commissioners intends to utilize the County
Road Fund monies for the traffic law enforcement in the unincorporated areas of the County; and,
WHEREAS. Jefferson County has established a revenue account with revenue code
311.20 for the purpose of identifYing the County Road fund monies used for traffic enforcement in
the unincorporated areas of the County.
NOW, THEREFORE BE IT RESOLVED, bvthe Board of Count v Commissioners of

Jefferson County that the Road Tax Levy be divided with $720,00 deposited in the Current
Expense Fund and Identified as revenue code 3] 1.20, and the remainder deposited in the County
Road Fund.

RESOLUTION NO.
WHEREAS, pursuant to RCW 84.52.043, at the option of the County Legislative Authority, some
of the unused levy capacity of the County Road Fund may be shifted to the County General Fund,
provided that: I) the rate for the General Fund does not exceed $2,475 per $1,000 of assessed value; and
2) the total levy rate for both the General Levy and Road Levy within the County does not exceed $4.05
per $] ,000 of assessed value; and 3) no other district has its levy capacity reduced as the result of the
shift; and 4) the aggregate oflevy rates for all junior and senior taxing districts, other that the State, docs
not exceed $5.90 per $1,000 of assessed land value; and,
WHEREAS, based on preliminary values, the County Assessor has determined that a shift in the
amount of $219,550 from the Road Levy to the General Levy will not conflict with any provisions set
forth in RCW 84.52.043; and,
WHEREAS, a shift in the amount 01'$219,550 from the Road Levy to the General Levy will not
cause the County to increase the total of the two levies in excess of the statutorily allowed 1 % increase;
and,
WHEREAS, in the event of calculations made after final values arc available would conflict with
any provisions set forth in RCW 84.52.043, the County Assessor will reduce the levy shift to an amount
that will not cause conflict with any provision set forth in RCW 84.52.043; and,
WHEREAS, the Board of County Commissioners, after hearing and considering all relevant
public comment, has determined that the General Levy requires an increase in property tax revenue from
the previous year in order to meet the expected expenses and obligations, in addition to the taxes on the
value of new construction and improvements to property and any increase in the value of state assessed
property, and it is in the best interest of the taxpayers of Jefferson County that the amount authorized for
collection in 201] is increased by $219,550.

NOW, THEREFORE BE IT RESOLVED, by the Board of County Commissioners ofJetlerson
County that the $219,550 be shifted from the Road Levv to the General Levv for collection in 20] 1,
