HomeMy WebLinkAboutDRAFT Minutes 120425MS ICGogS OF PORT 10is, B(� ,o \ col C V rt r 0 nse .a POD ii l_ Tow � Jefferson CountbRATT QItK6t Public Utility District MINUTES Special Meeting of the Intergovernmental Collaborative Group (ICG) Thursday, December 4, 2025 at 5:00 p.m. Hybrid Meeting: 355 Hudson St. Port Townsend, WA 98368 ICG Members and staffpresent: Jefferson Counly Board of Commissioners: Commissioner Heidi Eisenhour, Commissioner Greg Brotherton, Commissioner Heather Dudley-Nollette Staff present: County Administrator Josh Peters, and DCD Director Jeremy Williammee Port Townsend City Council: Mayor/Councilmember David Faber, Councilmember Amy Howard, Councilmember Ben Thomas, Councilmember Owen Rowe, Councilmember Libby Wennstrom, Councilmember Monica MickHager, and Councilmember Neil Nelson Staffpresent: City Manager John Mauro, and PW Director Steve King Jefferson County Public Utility District PUD No. I: Commissioner JeffRandall, Commissioner Dan Toepper, and Commissioner Kenneth Collins Staff present: General Manager Joe Wilson, and Communications Director Will O'Donnell Port of Port Townsend Board of Commissioners: Commissioner Pam Petranek, and Commissioner Pete Hanke Staff present: Executive Director Eron Berg CALL TO ORDER: Port of Port Townsend Commissioner/ICG Rotating Chair Pam Petranek called the meeting to order after establishing a quorum. Other agencies present also called their respective meetings to order. PUBLIC COMMENT PERIOD: ICG members listened to two comments from the public. APPROVAL OF MINUTES: Member Faber moved to approve the September 18, 2025 meeting minutes as presented. Member Randall seconded the motion. The motion carried. DISCUSSION re: Group -funded economic development framework: ICG members discussed the concept of developing a group -funded, shared economic development framework to guide coordinated regional efforts. Key discussion points included: • The value of a unified framework to align priorities across jurisdictions. • Whether funding should be shared equally or proportionally among member agencies. • The potential role of a consultant to facilitate development of the framework. ■ How such a framework could support existing initiatives and avoid duplication of effort. Members expressed general support for continued exploration of the concept and emphasized the importance of clarity around scope, governance, and deliverables. Staff were directed to continue refining options and bring potential next steps back for future consideration. PRESENTATION re: Glen Cove Report: Jefferson County Commissioner/ICG member Brotherton presented and City of Port Townsend Public Works Director Steve King provided comments. The presentation summarized key findings and implications relevant to ICG member agenciesD RAF-r Highlights included: • An overview of the r4ort's purpose and methodology. • Key data points and conclusions. • Considerations for how the findings may inform future planning or interagency coordination. ICG members asked clarifying questions and discussed how the report could be used to inform policy, planning, or future agenda items. AGENCY ROUNDTABLE: Due to time constraints, only brief comments were made. The County introduced new DCD Director Jeremy Williammee. Port of Port Townsend announced they are debt - free as of this morning. PUBLIC COMMENT PERIOD: ICG members listened to one member from the public. NEXT STEPS and FUTURE AGENDA ITEMS: The next special meeting will be with the 24tn Legislative District on December 11, 2025 at 5:00 p.m. The next regular meeting will be held on February 19, 2026 at 5:00 p.m. Member Dudley-Nollette honored Member Thomas as this was his last ICG meeting. NOTICE OF ADJOURNMENT: Rotating Chair Petranek adjourned the meeting at 6:57 p.m. until the next regular meeting or special meeting as properly noticed. Jefferson County Clerk of the Board Date
