Supplemental Agreement for Consultant Services with Tetra Tech,
Inc. for Upper Hoh Road Culvert Replacements:

Statement of Issue: Public Works staff requests a supplement to the agreement with
Tetra Tech, Inc. for Upper Hoh Road Culvert Replacements, executed on January 19,
2010. This supplement is for a modification to the scope of work, budget, and time
for completion.
Analysis/Strategic Goals/Pro's & Con's: This supplement is for modifying the
existing scope of work to include additional analysis of the box culvert option at Alder
Creek Tributary, and also to extend the time for completion from January 31,2011 to
December 31, 2011. Culvert replacements that were originally planned for
construction in 2011 have been shifted to 2012 construction in order to avoid conflicts
with other Upper Hoh Road projects. As a result, and due to long permitting
processes, these projects will not be completed by the current time for completion of
January 31, 2011.
Fiscal Impact/Cost Benefit Analysis: The maximum amount payable under this
contract will be increased from $428,801 to $451,555 to accommodate required
additional analysis. This work is funded at 86.5% by the Federal Highway
Administration and 13.5% by the County Road Fund.
Recommendation: The Board is requested to execute the Supplemental Agreement
with Tetra Tech, Inc., and return to Public Works.
