STATEMENT OF ISSUE:
The Jefferson County Board of County Commissioners (BoCC) and the Port Townsend City Council created a joint
City/County Climate Action Committee (CAC) by Joint Resolution on January 7, 2008. Its membership currently
includes 8 organizational positions (Jefferson County BoCC, Port Townsend City Council, PUD# 1 of Jefferson
County,Jefferson County Public Health,Jefferson Healthcare,Jefferson Transit, Port of Port Townsend and Port
Townsend Paper Corporation) and 7 Citizen-At-Large positions. Membership terms are 3 years.
The principal role of the CAC is to advise the County and the City in the implementation and updating of a
Climate Action Plan with specific focus on greenhouse gas emissions; preparing for climate impacts; monitoring
progress; and conducting community outreach, per county resolution 10-17.The CAC created a Climate Action
Plan which was adopted on November 14, 2011 and which referenced an Inventory of Greenhouse Gas
Emissions based on 2005 data.The Inventory was updated by the CAC based on 2018 data, and approved on
June 24, 2020. It then approved an updated list of top opportunities to reduce GHG emissions on May 11, 2021.
In August 8, 2023 it approved a GHG Inventory of Forests and Trees which included a list of next steps to reduce
GHGs by increasing carbon sequestration in forests and trees. On June 3, 2024, both the BoCC and the Port
Townsend City Council approved a new set of greenhouse gas goals which included a reduction of GHG to 95%
below 2018 levels by 2050, and also a goal to increase carbon sequestration by 40%above the 2011-2016
baseline.
Cindy Jayne, Chair of the CAC, will make a presentation about the CAC's 2025 activities and 2026 plans in
relationship to the existing principal role referenced above.

There is no fiscal impact related to this update.
