WHEREAS, RCW 36.33.220 authorizes the Board of County Commissioner to divert any
portion of the County Road property taxes to provide services in the unincorporated area ofthe
County; and,
WHEREAS, the Board of Jeflerson County Commissioners intends to utilize the County
Road Fund monies for the traffic law enforcement in the unincorporated areas of the County; and,
WHEREAS, Jefferson County has established a revenue account with revenue code
311.20 for the purpose of identifying the County Road fund monies used for traffic enforcement in
the unincorporated areas of the County.
NOW, THEREFORE BE IT RESOLVED, by the Board of County Commissioners of
Jeflerson County that the Road Tax Levy be divided with $720,00 deposited in the Current
Expense Fund and Identified as revenue code 311.20, and the remainder deposited in the County
Road Fund.
APPROVED and ADOPTED this 6th day of December, 2010.

Companion Resolutions for 2011 Budget:
1) Diversion of Road Levy to Traffic Law Enforcement
for the 2011 General Fund Budget; and
2) Authorizing a Shift of $219,550 from the Road Levy
to the General Fund for the 2011 Budget
STATEMENT OF ISSUE:
Board approval oftwo companion Resolutions for the 2011 Jefferson County
Budget is requested: 1) Diversion of Road Levy to Traffic Law Enforcement
for the 2011 General Fund Budget ($720,000); and 2) Authorizing a Shift of
$219,550 from the Road Levy to the General Fund for the 2011 Budget
ANAL YSIS:
These actions support the General Fund budget as described below, and are
authorized bv state statute,

The $720,000 diversion of Road Fund property tax to the General Fund in
2011 is the same dollar figure as 2010, and is equal to or less than the amount
of money budgeted to be expended for traffic law enforcement by the Sheriff
in 2011, and dedicated to that purpose,
The $219,550 levy shift from the Road Fund to the General Fund in 2011 is
the second and last year of a temporary levy shift, It is equal to the 2010
shift, adjusted for 1 % and new construction.
RECOMMENDA nON:
Approve Resolutions I) Diversion of Road Levy to Traffic Law Enforcement
for the 2011 Budget; and 2) Authorizing a Shift if $219,550 from the Road
Levy to the General Fund for the 2011 Budget
