Thirty-eight percent of households fall below the ALICE survival threshold, earning too much to qualify for aid, but not enough to meet basic needs (United For ALICE <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=eb48befd80&e=290850492e> ). Poverty also falls unevenly, with American Indian/Alaska Native and Black residents being overrepresented among those experiencing poverty (Northwest Harvest <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda 818ebd4ce40eb&id=a7c5dfbd17&e=290850492e> ). High statewide costs mean many families above the poverty threshold still can’t afford housing, food, or transportation (Spokesman-Review <https://wapartnership.us4.list-manage.com/track/click?u=acf3 cee5bbda818ebd4ce40eb&id=9f442522d8&e=290850492e> ). In 2024, Washington had the third-highest homeless population in the U.S., driven in part by housing costs and lack of affordability (Axios <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=58e77b5858&e=290850492e> ). For decades, Community Action has been on the front lines, fighting hunger, lowering barriers, and helping families meet basic needs while building real pathways out of poverty and toward long-term stability. As we acknowledge January is Poverty in America Awareness Month, WSCAP continues to shine a spotlight on ending poverty. By investing in proven solutions and supporting Community Action Agencies across Washington, we can reduce barriers, strengthen communities, and ensure every person has the opportunity not just to survive, but to thrive. Unfortunately, the cost of those needs are growing dramatically and rapidly. Energy is among those needs, with prices in the Northwest climbing especially fast. In fact, 9 out of 10 surveyed in our own independent poll ranked cost as their largest energy concern. The longtime Chief Executive Officer for Spokane Neighborhood Action Partners <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=c8d2ba1216&e=290850492e> (SNAP) and SNAP Financial Access (SFA) Julie Honekamp will transition out of her role next year. Honekamp will leave SNAP on January 1, 2027, following more than 15 years of leadership, the agency reported Tuesday. Honekamp has served as CEO since 2011. "This decision comes with mixed emotions, deep gratitude for the incredible journey we’ve shared and excitement for what lies ahead,” said Honekamp. “Leading SNAP has truly been one of the greatest honors of my life. Together, we’ve faced challenges, celebrated victories, and most importantly, made a meaningful difference for the people and communities we care so deeply about.” SNAP says it has expanded to more than 30 programs serving tens of thousands of individuals and families annually across Spokane County and Eastern Washington under Honekamp's direction. The clinic dodged closure and will instead shift to a different staffing model under a new collaborative arrangement among community partner organizations. Community Action Council Executive Director Justin DeFour disclosed the reversal to The JOLT News last week. "We've reached an agreement to keep the services in their current location, which is a real win for the communities we serve," DeFour wrote. Providence Swedish issued a statement on the same day last week, confirming the deal. "After more than 30 years of commitment from Providence to fund and staff the Abuse Intervention Center, the partner organizations will immediately begin the process of providing collective support of a collaborative effort, which will allow clients to continue being seen in the current CAC (Child Advocacy Center) space using a different staffing model," the hospital system wrote. Walla Walla County, the City of Walla Walla, and the City of College Place a funding a low-barrier warming center at the Walla Walla Housing Authority Gym at 501 Cayuse Street in Walla Walla. Officials said the warming center will be activated when predicted temperatures drop below 20 degrees Fahrenheit, or 25 degrees Fahrenheit if precipitation is also expected. The series is part of the organization’s broader Mobility Mentoring efforts, which aim to empower families with practical tools for success. Each month, the program invites an expert to lead discussions on a different aspect of healthy relationships. Topics range from financial literacy to nutrition, civic engagement, and community building. * October featured a financial planner who guided participants through strategies for saving money and building credit, emphasizing the importance of a healthy relationship with money. * November focused on nutrition, with a professional nutritionist teaching families about healthy eating habits, portion control, and balanced diets. * December addressed civic awareness in a session titled Healthy Relationship with Government. An immigration attorney explained constitutional rights and what individuals should know when interacting with law enforcement or federal agents. Looking ahead, January’s session will explore Healthy Relationships with Family and Friends, while February will highlight the importance of building strong connections within the community. Through these monthly workshops, Pierce County Community Action continues to provide families with knowledge and resources that foster stability, resilience, and stronger relationships. Unity Care NW uses Extend-a-Hand funds for prescription costs, vaccinations and other health-related items, while Opportunity Council, which administers the fund, helps families avoid eviction. Bellingham Herald readers have contributed hundreds of thousands of dollars in support of the campaign over the years. The need continues to be great as inflation and other increasing costs have hit these organizations’ clients especially hard. Through Wednesday, Jan. 31, donors had contributed $18,650 to this year’s campaign. Past donations have helped families like this: A young family sat on the floor of their new apartment, sharing a simple meal and talking quietly about what needed to be unpacked. They felt relief at having a place of their own after losing their home — but they weren’t out of the woods yet. They could hardly afford things like a kitchen table and chairs, and they wondered how to make the space feel (and function) like home. That’s when Extend-A-Hand donors jumped in to help, covering the cost of furniture and household essentials. The Legacy Fund Grant Program was launched in 2024 to give communities a stronger voice in how charitable dollars are locally invested. Through this model, grantmaking decisions are guided by Local Advisory Boards (LABs)—groups of community members who live and work in the regions they serve and bring firsthand knowledge of local needs to the grant review process. In 2025, grant funding was distributed through Legacy Funds serving the Wenatchee Valley, the Chelan Valley, the Upper Valley, and Cashmere, with each community guiding its own grant-making priorities. On Jan. 5, the Washington State Office of Civil Legal Aid (OCLA) opened an intake hotline to provide legal counsel and advocacy for those using long-term care services. “We know that medical clients who are receiving long-term care services through Medicaid and that are in assisted living facilities, enhanced services facilities, and adult family homes are discharged from facilities without a place to go,” Sara Robbins, director of OCLA, told The News Tribune in an interview. In recent months, homeless-outreach workers and advocates have warned of the increasing number of sick and aging people found living outside in Pierce County. During a Pierce County Council Health and Human Services Committee meeting last year, a social-work case manager for MultiCare Health System reported that more than 400 people were discharged from Tacoma General Hospital and Allemore Hospital into homelessness through the first five months of 2025. Key findings from the ERS report: * 1 in 7 households (13.7 percent) in America experienced food insecurity, or lack of access to an affordable, nutritious diet, in 2024. * 14.1 million children lived in households that experienced food insecurity in 2024, a slight increase from the 13.8 million children reported in 2023. * More single-parent households headed by women experienced food insecurity at 36.8 percent, nearly 2 percent higher than 2023 (34.7 percent). * Rates of food insecurity remained high for Black (24.4 percent) and Latinx (20.2 percent) households. The rate for Black households was more than double the 10.1 percent rate for White, non-Latinx households. * Households in the Southern region continued to experience the highest rates of food insecurity at 15.0 percent. * Food insecurity was significantly higher in urban areas (16.0 percent) and rural areas (15.9 percent) compared to suburban areas (11.9 percent). For more than three decades, this report has been the gold standard for understanding the struggle that millions of families face to put food on the table.
