SUBJECT: A Resolution to update the Official County Road Log for Killapie Beach Rd
County Road #504909 and rescind Jefferson County Resolution 22-99
STATEMENT OF ISSUE:
Killapie Beach Road was closed by Jefferson County in 1999 by Resolution 22-99 to all unauthorized
vehicles and traffic due to hazardous conditions. The board is asked to sign a new resolution to update the
Official County Road Log for Killapie Beach Road County Road#652809 to reflect a revised length for the
road of 0.08 miles, the area historically maintained and unaffected by the hazardous conditions, and rescind
Jefferson County Resolution 22-99.
ANALYSIS:
Making corrections to keep the Official County Road Log current helps avoid maintenance confusion.
FISCAL IMPACT:
The motor vehicle fuel tax distribution formula is based in part on the miles of roads listed in the Official
County Road Log; therefore, it is important to keep the Road Log accurate and up to date.
RECOMMENDATION:
The BoCC approve the resolution updating the Official County Road Log length of Killapie Beach Rd and
rescind Jefferson County Resolution 22-99.

The Official County Road Log:
Killapie Beach Road #504909 RESOLUTION NO.
WHEREAS,the Official County Road Log lists the length of Killapie Beach Road as 0.260
Miles; and
WHEREAS, Killapie Beach Road is impacted from hazardous geological conditions
occurring between mile post(MP) 0.08 to MP 0.26; and
WHEREAS, Jefferson County Resolution 22-99 closed Killapie Beach Road to all
unauthorized vehicles and traffic due to hazardous conditions; and
WHEREAS, County Road Maintenance since 1999 has ended at MP 0.08; and
WHEREAS, Killapie Beach Road beyond mile post 0.08 does not provide area
circulation for the traveling public or public access to any body of water; and
WHEREAS, public road funds shall not be expended on roads not accessible to the
general public; and
WHEREAS, it is in the best interest of the County to maintain accurate records and to
adjust the Official County Road Log to avoid confusion in the future; and
WHEREAS, removing this segment from the Official County Road Log does not vacate
any right of way that may exist but simply updates the Road Log to reflect what is and will be
maintained by the County;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF JEFFERSON COUNTY STATE OF WASHINGTON, AS
FOLLOWS:
Section 1. Whereas Clauses are Findings of Fact. The Whereas clauses above are findings of fact
for this resolution.
Section 2. Purpose. This resolution updates the Official County Road Log to match the road's
maintained length, removing the section made unsafe by geologic hazards.
Section 3. Official County Road Log. The Official County Road Log shall be adjusted to show
that Killapie Beach Road #504909 ends at milepost 0.08.
Section 4. Rescind Jefferson County Resolution 22-99. Jefferson County Resolution 22-99 is
rescinded.
Section 5. SEPA Categorical Exemption. The rescission of Resolution 22-99 and update to the
Official County Road Log is categorically exempt from SEPA environmental review pursuant to
WAC 197-11-800(14)(h) and WAC 197-11-800(19)(b).
Section 6. Effective Date. This resolution shall take effect and be in full force immediately upon
approval and adoption by the Jefferson County Board of Commissioners.

WHEREAS, an emergency exists due to flooding caused by unusual weather
conditions as declared an emergency, Resolution 14-99, dated February 2, 1999 and;
WHEREAS, a hazard exists to the public on Killapie Beach Rd., County Road
Number 504909, due to washouts caused by flooding and erosion, and;
WHEREAS, Chapter 47.48 RCW authorizes the restriction and closure of
roads;
IT IS HEREBY RESOLVED that the Killapie Beach Rd., County Road
Number 504909, from M.P. 0.00 to M.P. 0.26, is closed to all unauthorized vehicles
and traffic commencing immediately and remaining closed until such time as the road is
stabilized and reopened.
