Subject: Update 2026 Annual Road Program — ER&R Roads Equipment Purchases
Statement of Issue:
Approve an updated 2026 ER&R Roads Equipment purchase plan, which is part of the 2026
Annual Road Program.
Analysis/Strategic Goals/Pro's & Con's:
The Annual Road Program consists of the (1) Annual Road Construction Program; (2) Annual
Maintenance Plan; and (3) Road Equipment Purchase Plan. The Board adopted the Annual
Road Program on November 3, 2025 (Resolution 73-1103-25R). Since then, it has become
apparent that the truck used to move equipment on the low-boy trailer needs to be replaced
this year. After a thorough search on the used market and consideration of the critical nature
of this piece of equipment it has been determined that purchasing a new International HX truck
is the recommended option. This truck matches our existing dump truck fleet, which will
maintain commonality within the fleet. With the government discounts offered through the
State bid, there is virtually no cost advantage to pursuing the used market with its attendant
risks.
Fiscal Impact/Cost Benefit Analysis:
This truck will cost approximately $185,000 with tax. The truck will have a 20 to 25-year
lifespan. The County Road program has adequate replacement funds reserved within the ER&R
fund. By deferring other planned replacements on the previously approved plan, there is
virtually no cost increase overall for fiscal year 2026.
Recommendation:
Please approve the attached memorandum by majority vote of the Board.
