RE: UPDATE:Jefferson County Fairgrounds Association
STATEMENT OF ISSUE:
Jefferson County and the County Fair Association [dba Jefferson County Fairgrounds Association(JCFA)] entered into
an operating agreement on June 27,2024 for a term of June 27,2024 through December 31,2027. Per the
agreement: "The purposes of this Operating Agreement are to ensure: the continued availability, use and
maintenance of the Fairgrounds; the Fairgrounds is available for use pursuant to this Agreement, including for the
Jefferson County Fair and for other events and uses by the general public consistent with the mission of the Fair
Association and the law; the Fair Association operates in a fair and transparent manner pursuant to written Policies
adopted by the Fair Association; and,the Fair Association manages its financial affairs responsibly." (emphasis
provided in the agreement.)
Some of the benefits of this agreement to Jefferson County include: providing citizens of Jefferson County an annual
County Fair as well as other public activities at the County Fairgrounds including camping,community events, space
rental, and growth opportunities for small businesses and community volunteer organizations; maintaining and
repairing the grounds and County-owned buildings and improvements located at the County Fairgrounds; and
reducing risks related to activities at the Fairgrounds.
Per the operating agreement referenced above,Jefferson County provides funding to JCFA to be used in support of
the responsibilities under the agreement in the amount of$100,000 per year for the years 2023, 2024, 2025, 2026
and 2027.
Karly Mishko, Executive Director, will make a presentation about the JCFA's 2025 activities and 2026 plans.
FISCAL IMPACT:
There is no fiscal impact related to this update.
