SUBJECT: County Contribution to Medical Benefits Increase for the Jefferson
County Sheriff's Office Uniformed Support Services (JCSOUSS)
Employees; Fraternal Order of Police (FOP)/JCSOUSS Bargaining Unit
STATEMENT OF ISSUE:
The County contribution for medical benefit to Uniformed Support Services employees covered by the
Fraternal Order of Police (FOP)/Jefferson County Sheriff's Office Uniformed Support Services (JCSOUSS)
bargaining unit is established in a Collective Bargaining Agreement (CBA) effective August 2024 through
December 31, 2027. These employees are Corrections staff and Courthouse security. Unlike other
bargaining units, FOP/JCSOUSS contracts directly for medical benefits with an insurance broker. The CBA
outlines a specific amount of County medical benefit contribution for each FOP/JCSOUSS employee in the
bargaining unit.
Each year, the County medical benefit contribution for UFCW- and Teamster-covered employees may
increase automatically in accordance with CBAs if there is a cost increase. However, since FOP/JCSOUSS is
under a different agreement, an increase to the County medical benefit contribution is not automatic.
The County medical benefit contribution applied to FOP/JCSOUSS employees has traditionally tracked with
the County contribution for Sheriff's Deputies covered by the Teamsters Local No. 589 bargaining unit. In
2026, the County medical benefit contribution for Sheriff Deputies increased to $1,492.94 per employee.
Therefore, the County should consider increasing the medical benefit contribution for FOP/JCSOUSS
employees from the current$1,407.33 to $1,492.94.
ANALYSIS
The County has traditionally aligned the County medical benefit contribution for FOP/JCSOUSS employees
with the County medical benefit contribution for Teamsters-covered Sheriff's Deputies. This practice ensures
balanced and equitable support for employees in the FOP/JCSOUSS bargaining unit.
FISCAL IMPACT:
Approval of the County medical contribution for FOP/JCSOUSS employees would be an increase from the
current employer contribution of$1,407.33 to $1,492.94, or $85.61 per employee. The monthly cost for 18
employees in the bargaining unit is $1,540.98, an annual cost of approximately $18,492.

RECOMMENDATION:
The recommendation is for the Board of County Commissioners to Motion to approve an increase in the
County contribution to medical benefits for FOP/JCSOUSS employees from $1,407.33 to $1,492.94.
