SWAC Duties
Assist in the development of programs and
policies concerning solid waste handling
and disposal, and to review and comment
upon proposed rules, policies or ordinances
prior to their adoption by the Jefferson
County Board of County Commissioners

Composition
Under RCW 70A. 205. 110, the SWAC is an
ongoing committee that shall consist of a
minimum of nine members that shall
represent a balance of interests including,
but not limited to, citizens, public interest
groups, business, the waste management
industry, and local elected public officials.
• One representative each to be designated
by the Cities of Forks, Port Angeles, Sequim
and Clallam County. • Two representatives
of the solid waste industry in Clallam
County. • Two representatives of the
solid waste industry in Clallam County.
• One individual representing the business
community of Clallam County and/or Cities
within the County. • One individual
from a Tribal government in Clallam
County. Ad-hoc representation by all Tribal
governments in Clallam County will be
recognized at requisite occasions. • One
individual representing the agricultural
committee. • One citizen-at-
large.
The SWAC shall be composed of at least
nine (9) and no more than twenty (20)
members representing a balance of
interests among the following groups:
citizens, public interest groups, labor,
business, the waste management industry,
local elected public officials, the recycling
industry, manufacturers locating in King
County, and marketing and education
interests.
Membership is comprised of one ( 1)
position representing the solid waste
industry, one ( 1) position representing the
recycle industry, one ( 1) position
representing the Colville Confederated
Tribes, three ( 3) positions representing
local cities and/ or towns, and ( 3) positions
representing the public at large
11 members. Two of the members shall be
local elected officials or their appropriately
appointed designees, with one
representative from the city of Bellingham
and one representative from other cities in
the county. One member shall be a
Whatcom County councilmember. The
remaining eight members shall represent a
balance of interest from the following
sectors: two citizen representatives with no
financial ties to other included sectors, one
representative from public interest groups,
one business/industry representative, one
representative from the waste collection
industry, one representative from
agriculture, one recycling industry
representative, and one solid waste
disposal facility representative. No two
representatives can be from the same
company or public interest group.

Member Removal
The SWAC may remove any officer whom
they elect by the following procedure: Any
member of the SWAC may offer a motion
for removal at a meeting. If the motion is
seconded, it shall be considered and voted
on at the next regular meeting of the SWAC.
Approval of a motion to remove shall
require a two-thirds majority of the
members present and voting.
Any member of SWAC may offer a motion
for removal at a meeting. If the motion is

on by secret ballot at the next regular
meeting of the Committee. Approval of a

be removed at any time by the vote of five

Members and visitors at the meetings will
treat each other with respect, will not
monopolize meeting time, and will listen to
and try to understand each other' s views.Silent Silent
Failure to abide by the above conduct rules
[Roberts Rules of Order], swearing or other
disruptive behavior will be sufficient cause
to have the offending party removed from
the meeting.
