FR: Tom Aumock,Consulting Fire Code Official to Jefferson County DT: 10 June 2007 RE: BLD07-231,232, 233 —Transient Cabins, APN 702243017, 11 Quilcene Avenue,Quilcene. CC: Bob Wilson,Fire Chief,Jefferson County District No. 2 This department is in receipt of the set of plans dated for the above-referenced proposal from your office. The above-referenced proposal was reviewed with the International Fire Code [I.F.C.], 2003 Edition, and N.F.P.A.I3R. The following constitutes this consulting Fire Code Official's findings and determinations based upon the plans of record submitted. It is understood that automatic sprinkler system detail plans and specifications is a deferred permit submittal. Findings&Determinations: 1. The proposal was reviewed as a group of three [3] individual two-story structures, each to be used as a transient residential occupancy, each with a total of 782 square feet of fire area with a Group R-I occupancy with Type V-N construction classification;and, 2. Addressing for the proposal shall be consistent with Jefferson County standard for size, and be in a position as to be plainly visible and legible from the street or road fronting the property. Said numbers shall contrast with their background [I.F.C. Section 505],and; 3. Key box access to or within the subject structure for emergency services delivery is an owner-option. 4. Road access is from Highway 101 is found to be consistent with Section 503 and Appendix D fire apparatus access road design standards. 5. Access to building openings is designed consistent with the I.F.C. Section 504 which requires an approved access walkway leading from fire apparatus access road(s)to exterior openings that are required by the Fire Code or Building Code,and; 6. An automatic fire suppression system(sprinklers)is required under I.F.C. Section 903.2.7,and; a. The automatic fire sprinkler system shall be designed, installed, and certified by a licensed technician (W.A.C. 212-80) or registered professional engineer using the design provisions of NFPA 13R and related sections,and; b. Stairway intermediate landings will require sprinkler protection, as approved by the Fire Code Official, and; c. Valves shall not be installed between the domestic water riser control valve and the sprinklers, except when an approved indicating valve supervised in the open position in accordance with Section 903.4 C:\Documents and Settings\Tom\My Documents\Business\County Contract\Plan Review&Correspondence\Jefferson Co.Plan Review\Plan Reviews\BLD07- 231,232,233 Quilcene Cabins.doc 6/12/07 • • d. The domestic service shall be capable of supplying the simultaneous domestic demand and sprinkler demand required to be hydraulically calculated by NFPA 13, 13R,or 13D. e. A single combination water supply shall be permitted,provided that the domestic demand is added to the sprinkler demand as required by NFPA 13 R. f. Back-flow prevention shall be accomplished by the following devices, unless determined otherwise under the International Plumbing Code,and in the order of preference [residential single-check valves are not allowed] : • Double check-valve assembly--DCVA • Double check detector assembly--DCDA g. Fire protection systems using chemical additives or solutions require a City approved"Reduced Pressure Backflow Assembly" [RPBA]. An engineered air gap or physical separation in the water supply line may be approved in lieu of the RPBA. h. All double check-valve or other assemblies shall receive annual confidence test and recordation along with the sprinkler system,with a copy of the report provided to the water purveyor. i Structures that do not currently have domestic water supply back-flow prevention check-valve assemblies shall be retro-fitted with same if separate sprinkler system service lines are installed. j. Any water system provided with a check valve,backflow preventer,or pressure-regulating device which does not have a bypass feature at its source,shall be provided with an approved, listed, adequately sized pressure relief valve or means to control expansion. [International Plumbing Code] 7. Single- and multiple-station smoke detection is required for this occupancy under IFC Section 907.2.10.1.2: a. on the ceiling or wall outside of each separate sleeping area in the immediate vicinity of bedrooms, b. in each room used for sleeping purposes c. in each story within a dwelling unit, including basements but not including crawl spaces and uninhabitable attics. d. In dwelling units with split-levels and without an intervening door between the adjacent levels, as smoke alarm installed on the upper level shall suffice for the adjacent lower level provided that the lower level is less than one full story below the upper level. 8. Fire extinguisher sizing and placement shall meet or exceed IFC Section 906 and NFPA Standard 10, which normally requires a 2-A:10-B:C minimum rated fire extinguisher at the exit(s)and; 9. Fire flow and fire hydrant review for this proposal is derived from the requirements of the Jefferson County Coordinated Water System Plan, and Jefferson County Department of Community Development, Fire Code Official policy. a. The fire area calculation to the largest single structure at 782 square feet,and; b. Fire flow requirement based upon the, fire area determination, and the proposed construction classification for this proposal [Type V-B] results in a minimum fire flow of 680 gallons per minute. The required installation of automatic fire sprinklers reduces this requirement by fifty percent to 500 gallons per minute at 20 psi residual, as 500 is the minimum allowable reduction limit by Code; c. Based upon the access and circulation roadway plan for this facility, a primary fire hydrant for this proposal at Rogers and Linger Longer Roads, by the Co. Shop, is located within the maximum of 500 feet of the property, as the property is in a mixed-use area requiring closer proximity than in residential neighborhoods. e. Fire flow delivery can be assisted by Fire District pumper capacity from tender operation, allowable under NFPA 1142,and, C:\Documents and Settings\Tom\My Documents\Business\County Contract\Plan Review&Correspondence\Jefferson Co.Plan Review\Plan Reviews\BLD07- 231,232,233 Quilcene Cabins doe 6/12/07 10. During construction, t1►e proposal is subject to general precautions against fire provisions of Chapter 3 of the I.F.C. and related sections for the storage of combustible liquids, provision of fire extinguishers,etc. Any other applicable or relevant sections of said Code not covered herein shall nonetheless apply to this proposal. 1.5 hours time was consumed in the review of this proposal. It is the recommendation of this plans examiner that the proposal be approved subject to the aforesaid requirements of the International Fire Code.
