ISSUANCE OF OCCUPANCY PERMITS FOR PHASE I.
5.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water
quality degradation. The submitted proposal does not require additional aquifer
protection measures. However, during construction the project shall follow the Best
Management Practices (BMPs) and facility design standards as identified and defined in
the Stormwater Management Manual for the Puget Sound Basin.
6.) The project shall comply with Construction Stormwater Pollution Prevention (SWPP)
Elements#1 through #12 of the Department of Ecology's Stormwater Management
Manual for Western Washington to control stormwater, erosion and sediment during
construction. BMPs shall address permanent measures to stabilize soil exposed during
construction, and in the design and operation of stormwater and drainage control systems.
7.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened
from view of neighboring dwellings and rights-of-way. Such screening shall meet all
applicable performance and development standards specific to the district in which the
storage is kept, and shall be in keeping with the character of the area. Screening shall
meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor
vehicles is prohibited except in those districts where specified as an autormobile wrecking
yard or junk (or salvage)yard and allowed as a permitted use in Table 3-1 or Chapter
18.18 JCC, and such storage shall meet the requriements of JCC 18.20.100, Automobile
wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor
vehicles be stored in a critical area.
8.) Minimum setback from the edge of the ingress, egress & utilities easement shall be 5 ft.
Minimum west, south and east property line setback shall be 35 ft.
9.) The applicant and/or representative shall contact the Development Review Division of the
Permit Center(360-379-4462) regarding a final inspection for compliance of zoning permit
conditions prior to scheduling a final building inspection.
10.) Maximum lot coverage is not to exceed 10%. Lot coverage is defined as amount of
impervious surface which includes roof tops, driveways, concrete, etc.
11.) The building height is not to exceed 35 feet.
12.) The proponent shall maintain all required striping and traffic control signs in good
condition for the life of the project.
13.) In order to meet the requirement the Washington Department of Ecology S "water
Management Manual for Western Washington and to ensure that the approved
stormwater management facilities are appropriately maintained for the life of the project,
Jefferson County requires the proponent to enter into a Stormwater Management Facility
Maintenance Agreement with the County. After construction has been completed, Jt� �0 I3l(}�
Department of Public Works will send the proponent a copy of the Agreement that has
been signed by the Public Works Director. Department of Public Works cannot give final m643 'LQ�
approval for the project until the Agreement has been signed by the proponent and filed
with the Jefferson County Auditor.
14.) After construction is complete, the proponent shall submit a letter from the project AA� 10C11
engineer certifying that the stormwater management facilities have been constructed as t' t1
per the approved plans. The Department of Public Works cannot give final approval for "`
the project until this certification has been received.
15.) If contamination is currently known or observed during construction or soil removal
(placement), sampling of the potential contaminated media must be conducted. If
contamination of soil or groundwater is readily visible, or is revealed by sampling,
Department of Ecology must be notified. Contact the Environmental Report Tracking
System Coordinator at the Southwest Regional Office at(360)407-6300.
16.) This parcel is served by a public water system.
17.) Permanent and/or seasonal farm worker housing shall be used exclusively for agricultural
workers on the farm and their families or members of the family of the farm owner with at
least one member of each household actively working on the farm.
18.) Permanent and/or seasonal farm worker housing shall not be sold, leased or rented to the
general public unless the owner applies for and receives a permit for an agriculture-related
recreational or tourist use as specified in Chapter 18.20.350 JCC.
19.) Permanent and/or seasonal farm worker housing shall be constructed in such a manner
that they meet all applicable regulations for dwelling units for agricultural worker housing.
20.) A covenant shall be recorded with the title of the parcel on which the housing is located in
a form satisfactory to the county that specifies that the units are exclusively for use by
farm laborers and their families employed on the property by the owner. The use of the
farm labor dwelling units may be converted to nonagricultural uses and the covenant
removed subject to approval by the administrator and issuance of any required land use
permits.
21.) Temporary events that are not related to agriculture are regulated by Chapter 18.20.380
JCC, Temporary outdoor uses.
22.) Exterior lighting shall not exceed thirty(30)feet in height from the finished grade for
commercial uses and twenty(20) feet for residential uses (except when such lighting is an
integral part of the building).
23.) Exterior lighting shall be energy-efficient and shielded or recessed so that direct glare and
reflections are contained within the boundaries of the parcel.
24.) Exterior lighting shall be directed downward and away from adjoining properties and public
rights-of-way. No lighting shall blink, flash, or be of unusually high intensity or brightness.
25.) Any lighting installed in parking areas shall be of direct cutoff design so that the source is
not visible from adjacent properties.
26.) "Screen A landscaping is a "full screen"that functions as a visual barrier. "Screen A"
landscaping shall at a minimum consist of a mix of primarily evergreen trees and shrubs
generally interspersed to form a continuously year-round screen that grows to at least
eight (8) feet in height within two (2) growing seasons.
27.) All landscaping and necessary support systems shall be maintained for the life of the
project.

28.) All landscape materials shall be pruned and trimmed as necessary to maintain a healthy
growing condition.
29.) All landscaped areas shall be kept free of trash.
30.) The proponent shall make arrangements for trash and rubbish removal. Trash
receptacles stored outside shall be screened from public view and installed in such a way
that prohibits wildlife access to them.
31.) Noise levels shall not exceed those levels established by the Washington State
Department of Ecology under WAC 173-60, and by Jefferson County under Resolution
No. 67-85, "Establishment of Environmental Designations for Noise Abatement Areas for
Jefferson County".
32.) Minimum number of parking spaces for primary and secondary school is 1 per 10
students enrolled plus 1 per employee.
33.) Parking areas that have five (5) or more parking stalls shall comply with the following:
a Screening shall be provided on each side, front, and/or rear of a parking lot where such
side, front, and/or rear abuts any residential use or district, except that no screening is
required where the elevation of the parking area lot line is four feet higher than the
finished elevation of the parking surface.
b. Parking lot screening and landscaping shall be kept in good condition and shall meet
the following conditions:
(i) It shall be continuous where required along a side, front or rear of a parking area and
shall not be less than four(4) feet in height above the grade of the parking lot surface,
broken only for accessways and aisles, provided that the screening shall not be permitted
for a distance of twenty (20) feet on each side of a parking area accessway to ensure
proper sight distance. Where screening is prohibited by the above provisions, low-lying
shrubs or other similar plantings shall be placed: such plantings shall not be allowed to
exceed three (3) feet in height.
(ii) Screening shall not be installed in such a manner as to obstruct the free use any fire
hydrant(s).
(iii) The space between the landscaping screen and the right-of-way, except for any
pedestrian access improvements, shall be landscaped with grass, shrubs, trees, or
evergreen groundcover. On the sides and rear of parking areas not facing a street such
landscaping shall be required between screening and the lot line.
34.) A minimum of one (1) handicap parking space for each building is required and shall be
not less than 13 feet 0 inches wide. All handicap parking spaces shall be labeled.
35.) The handicap parking spaces shall be designated with appropriate signage consistent with
state requirements.
36.) Parking spaces shall be developed so vehicles entering and leaving the parking lot are
headed in a forward motion.
37.) Parking lots and accesses shall be provided with an all-weather surface.
38.) Parking spaces shall be designated by wheel stops, striping, or similar measures.
39.) No loading and off-loading shall occur on the road rights-of-way.
40.) Proposed signs are subject to separate application and review. Proposed signs may
require a building permit.

41.) Access to any building openings shall be consistent with the International Fire Code (IFC)
Section 504 which requires an approved access walkway leading from fire apparatus
access road(s)to exterior openings that are required by the Fire Code or Building Code.
42.) Fire extinguisher sizing and placement shall meet or exceed IFC Section 906 and NFPA
Standard 10, which normally requires a 2-A:10-B:C minimum rated fire extinguisher at the
exit(s)
43.) All design, construction and alteration of any accessways, buildings and facilities shall
comply with the extent required by regulations issued by Federal agencies, including the
Department of Justice, under the Americans with Disabilities Act of 1990.
44.) In the event archaeological items are discovered the proponent shall observe the protocol
developed by a qualified archaeologist, historian, or architect as appropriate designated by
the administrator. If during excavation or development of a site an area of potential
archaeological significance is uncovered, all activity in the immediate vicinity shall be
halted and the administrator shall be notified.
45.) The illumination of signs shall be shaded, shielded, or directed so as not to adversely
affect surrounding properties or public and private rights-of-way or create a hazard or
nuisance to the traveling public, or to surrounding properties.
46.) No sign or part thereof shall consist of rotating, revolving, or moving parts; consist of
banners, streamers, or spinners; or involve flashing, blinking, or alternating lights.
47.) The total square foot of the sign shall not exceed 64 square feet per business.
48.) Only one side of a double-faced sign shall be counted when determining total square
footage. The square footage of the sign shall be calculated by the outside dimensions
necessary to frame the information displayed.
49.) There shall be no more than two (2) on-premise free standing or projecting signs or
combination thereof.
50.) Signs attached to or painted against the structure to which it relates shall not be
computed as part of the overall total square footage or number.
51.) All signs shall be continuously maintained. Signs that present a hazard shall be subject to
abatement.
52.) Free-standing signs shall include measures to restrict vehicles from passing beneath
them.
53.) Signs shall be incorporated into the landscaping of the site when landscaping is provided.
54.) THE SEPTIC TANK FOR THIS RESIDENCE IS NOT SUFFICIENT TO ACCOMMODATE
ANY ADDITIONAL DWELLING UNITS, INCLUDING RV'S, TRAILERS, ETC. THE
RV'S/TRAILERS MUST BE DE-PLUMBED FROM THIS SEPTIC TANK PRIOR TO
OCCUPANCY. ADDITIONAL PERMITTING FROM JCPH IS REQUIRED IF THE
RV'S/TRAILERS ARE TO REMAIN ON SITE.
